Position Summary:
Arsenal Resources is seeking a full-time Pipeline Compliance Specialist. We welcome applications from candidates residing near our Bridgeport, West Virginia office or in the surrounding northern West Virginia region where we operate. The selected candidate will be responsible for ensuring all pipeline systems operated by the company comply with federal, state, and local regulatory requirements, particularly those enforced by PHMSA (Pipeline and Hazardous Materials Safety Administration) and applicable state agencies.
Our organization supports a hybrid work model that allows employees to work either remotely or from the office, depending on task needs and personal preferences. While this position offers the flexibility to work primarily remotely, collaboration-intensive tasks or essential functions may require in-office attendance. Additionally, this role will involve some fieldwork, although it is generally minimal compared to office duties.
Responsible for overseeing, administering, and managing all aspects of DOT Pipeline Safety Plans and Programs, including Operator Qualification, Public Awareness, Operations & Maintenance, Damage Prevention, Drug & Alcohol Misuse Prevention, Standard Operating Procedures (SOPs), and Emergency Response. This role encompasses comprehensive DOT/PHMSA pipeline compliance duties, such as the development, maintenance, implementation, and management of plans and programs; regulatory monitoring; preparation and oversight for regulatory inspections; gathering, organizing, and ensuring quality control of all DOT recordkeeping; scheduling necessary surveys, inspections, testing, and training; monitoring contractors; preparing for audits and inspections; and fulfilling all DOT reporting obligations. Additionally, this position offers guidance and recommendations to engineering, management, and field operations to ensure compliance with federal pipeline safety regulations and to promote the safe operation of pipeline facilities.

Duties and Responsibilities:
•Administer, manage, update, and revise all pipeline safety plans, manuals, and programs, including the Public Awareness Program, Operator Qualification Plan, Procedures Manual, Operations & Maintenance Manual, Damage Prevention Plan, Drug & Alcohol Plan, and Emergency Response Plan, along with their associated recordkeeping requirements.
•Monitor Federal Register publications for DOT regulations, proposed regulations, and advisory bulletins, as well as Office of Pipeline Safety activities. Proactively assess new or changing regulations to determine their implications for Arsenal Midstream, recommend strategies for integrating relevant changes into existing policies and procedures, and implement them as appropriate.
•Develop and facilitate DOT training programs and emergency preparedness initiatives.
•Determine and document maximum allowable operating pressures (MAOP) for pipelines.
•Conduct jurisdictional classification, class location, and gathering type determination studies.
•Maintain and organize compliance records according to Parts 191, 192, 199, 40 ensuring all documentation meets federal pipeline safety regulations.
•Conduct quality control reviews of natural gas pipeline records and ensure compliance with DOT recordkeeping requirements.
•Manage all aspects of pipeline corrosion monitoring and remediation in compliance with pipeline safety regulations.
•Monitor contractor DOT drug and alcohol program and maintain accurate records to confirm adherence to DOT regulations.
•Monitor contractor OQ qualifications and maintain recordkeeping to ensure compliance with DOT regulations.
•Communicate effectively with contractors, coordinating work schedules for inspections, testing, surveys, and other pipeline safety-related activities while maintaining all pertinent documentation.
•Coordinate, oversee, and facilitate all PHMSA/WVPSC pipeline safety inspections and compose responses to all inspection issues.
•Conduct internal audits of the pipeline safety program, recommending and executing management-approved improvements.
•Ensure compliance with DOT regulations regarding overpressure devices and conduct associated calculations.
•Review new construction plans and designs for pipelines and stations to confirm compliance with DOT standards before and during construction.
•Compile and maintain essential regulatory documentation and records, including Corrosion Test Reports, Pipeline Patrols, Leak Surveys, Rectifier Reads, Critical Bond Inspections, Test Station Reads, Relief Valve Testing, CIS reports, OQ documentation, D&A program documentation and Annual Review records.
•Organize and maintain regulatory documents and records throughout the lifecycle of pipeline design, construction, and operations.
•Maintain and update mapping related to all pipeline facilities.
•Track DOT compliance to ensure all annual requirements are fulfilled by their respective regulatory deadlines.
•Work collaboratively with both internal and external regulatory teams to identify potential areas for enhancement.
•Collaborate with field personnel to develop and update Standard Operating Procedures (SOPs) as necessary.
•Ensure appropriate pipeline identification resources, such as flags, markers, and CP test stands, are readily available for staff.
•Oversee the maintenance and repair of pipeline markers and cathodic protection test stations in the field.
•Provide technical guidance & interpretation of codes and standards (ASME & API etc.) & regulations (DOT 40, 191,192 & 199).
•Undertake additional responsibilities as assigned or requested.
Desired Skills and Experience:
•At least 5 years of experience in the oil and gas industry, with a strong focus on DOT/PHMSA compliance for natural gas pipelines.
•Bachelor’s degree preferred
•Strong knowledge of natural gas transportation pipeline safety regulations under 49 CFR Parts 191, 192, 199 and state pipeline regulations, including all relevant reporting and recordkeeping requirements.
•Proficient in interpreting regulations and experienced in implementing necessary changes to ensure compliance with regulatory obligations and deadlines.
•Familiarity with incident investigation processes.
•Understanding of general pipeline construction and maintenance standards, practices, and procedures.
•Experience in working with pipeline alignment sheets and construction documentation.
•Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) as well as compliance software like Win DOT.
•Strong organizational skills with the ability to manage multiple tasks simultaneously and consistently meet deadlines.
•Adept at working independently with minimal supervision, demonstrating excellent organizational skills, and eager for collaboration, while also possessing a keen eye for accuracy and efficiency.

•This position entails roughly 85% office work and 15% fieldwork, which may involve exposure to outdoor elements and requires the ability to walk significant distances across diverse terrains in varying weather conditions.
Physical Requirements of the Position:
•Ability to sit for extended periods of time at a desk, ability to bend over and reach above head, ability to lift under 15 pounds, ability to view computer screen for extended periods of time, and ability to type on a keyboard.
•Ability to traverse pipeline facilities in diverse weather conditions and across varied terrains.
