About This Job


Introduction

The Pathways to Public Service Program is an initiative that strengthens the pipeline of diverse talent from local colleges and universities, including Howard University, the University of the District of Columbia, and Bowie State University, into District government roles. The program is designed to provide 12-month public service apprenticeships, professional mentorship, and direct hiring pathways for participants into full-time government employment.

Duties and Responsibilities

Develops, maintains, and monitors reporting system(s) affecting programs of limited scope and impact. Communicates information to management for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies apparent trends and issues. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., in standard format, for presentations and briefings.

Oversee execution of programs of limited scope and mission impact. Reviews and interprets new and established directives, instructions, regulations, etc., and delegations of authority for potential input on program objectives, operating policies, work operations, and progress. Assures program goals, objectives, and operations are realistic. Determines need for new or revised internal instructions, operating policies, procedures, guidelines, etc., concerning assigned program(s). Makes recommendations and assists in the preparation of new or revised instructions, etc.


Qualifications

To participate in the Pathways to Public Service, you must have the following eligibility requirements:

Graduate from an HBCU with a bachelor’s degree in either December 2024 or May 2025.
Commit to being a resident of the District of Columbia within 180 days.

Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

The ideal candidate will have the following skills and experience: Program Evaluation & Analysis: Experience conducting performance reviews, evaluations, and analyses of programs or projects for efficiency, effectiveness, and alignment with organizational goals.

Data Analysis & Reporting: Proficient in extracting and analyzing data, identifying trends, and creating data-driven reports, dashboards, and presentations using Excel, PowerPoint, or data visualization tools (e.g., Power BI, Tableau).
Regulatory and Policy Interpretation: Experience reviewing, interpreting, and applying policies, operating procedures, directives, and guidelines to inform program activities.
Administrative & Operational Support: Skilled in monitoring and maintaining systems for tracking program milestones, deliverables, and reporting deadlines.
Project Coordination: Demonstrated ability to oversee the execution of small-scale or pilot programs, ensuring tasks are completed on time and in accordance with established objectives.
Communication & Presentation: Strong written and verbal communication skills, with experience preparing briefings, charts, and reports for internal stakeholders and leadership.
Problem Solving: Ability to identify areas for improvement, develop recommendations, and assist in drafting updated policies and procedures.


Relevant coursework & internship experience:


Ideal candidates should have completed courses in:

Program Evaluation or Public Policy Analysis
Statistics or Quantitative Research Method
Public Administration or Organizational Behavior
Management Information Systems
Budgeting and Financial Management
Government Regulations or Administrative Law
Strategic Planning or Performance Management


Relevant Internship Experience:

Preferred internship or practicum experience may include:
Assisting in the evaluation or implementation of small-scale government, nonprofit, or academic programs.
Supporting the development of dashboards, data reports, or policy briefs for organizational leadership.
Participating in audits, surveys, or focus groups related to service delivery or internal processes.
Reviewing and drafting internal policies, SOPs, or instructional memos as part of an administrative or programmatic team.

Providing support to project or program managers through scheduling, tracking deliverables, and summarizing meeting outcomes.

The work is performed in a normal office setting.


Other Significant Facts

Tour of Duty: Monday - Friday 8:30 am - 5:00 pm

Operating Status: In-person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Duration of Appointment: Career Service - Term (13-month appointment)


Pay Plan, Series, Grade: CS-0343-09

Salary: Apprentices will earn an annual salary of $54,183

Collective Bargaining Unit: This position is not covered under collective bargaining.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
