Position Overview:

The Municipal Energy Manager will play a critical role in supporting PowerOptions’ ongoing municipal energy contracts as well as newly awarded municipal energy efficiency and decarbonization grant projects. They will also support municipalities through PowerOptions’ new Climate Implementation Hub program. The position will lead day-to-day coordination with municipal and school district members, oversee subcontractor and vendor partners, facilitate community outreach, and ensure successful delivery of energy efficiency, electrification, and clean energy projects from concept through completion and monitoring.

This role requires strong project management skills, the ability to coordinate across multiple stakeholders, and experience with and a passion for advancing municipal energy sustainability. The Energy Manager will report directly to the Energy Sustainability and Analytics (ESA) Program Director and work closely with the ESA team on the development and delivery of these services. They will also work closely with the Senior Vice President, Chief of Staff and Impact on the Climate Implementation Hub.

Because a portion of the funding for this position is grant-funded, this is a 2-year contract term with the possibility for extension.


Responsibilities:

This list of duties and responsibilities is not all-inclusive and may be expanded to include other duties and responsibilities as management may deem necessary.

- Serve as the primary point of contact for municipalities and school districts on energy, energy efficiency and decarbonization related projects.

- Facilitate planning and decision-making with municipal staff across departments, elected officials, community members, and energy/sustainability committee members.

- Manage energy efficiency and decarbonization projects in collaboration with municipal staff through all phases—scoping, planning, procurement, implementation, monitoring, and reporting—ensuring deliverables are completed on time and of a high quality.

- Coordinate with competitively selected vendor partners, either through a PowerOptions program or a procurement done through the municipality (e.g., energy efficiency contractors, decarbonization providers, renewable energy firms) to ensure projects are delivered on schedule and within budget.

- Integrate municipal energy efficiency and decarbonization projects with local Capital Improvement Plans and other municipal planning documents, ensuring alignment of decarbonization strategies with facility renewal cycles and municipal goals.

- Track and report on project progress, savings, and emissions reductions using Mass Energy Insight (MEI), Tableau dashboards, and other tools.

- Support members in identifying state/federal incentives, grants, and other funding and financing opportunities.

- Manage project budgets

- Facilitate regular communication and problem-solving across all project stakeholders, including municipal staff, school facility directors, vendors, and state agencies.

- Continuously build one’s own expertise in energy advisory services; stay up to date on topics relevant to municipalities in Massachusetts, Rhode Island, and Maine, particularly related to energy sustainability and strategic energy management

- Establish, build, and maintain relationships with Members and partners who serve municipalities

- Provide support with writing and submitting proposals in response to RFPs published by Members and 3 parties


Qualifications and Experience

While no candidate will embody all qualifications, the ideal candidate will possess the following:

- Bachelor’s degree in engineering, environmental science, public policy, project management, or related field (Master’s or Certified Energy Manager certification preferred).

- 3–7 years of professional experience in energy efficiency, clean energy, facilities management, or consulting – with a municipal focus, experience working in local government preferred.

- Demonstrated project management skills with the ability to manage multiple complex projects simultaneously.

- Familiarity with Massachusetts utilities, Mass Save incentive programs, and municipal procurement processes.

- Strong communication, facilitation, and relationship-building skills with public officials, school administrators, and technical vendors.

- An understanding of building decarbonization, transportation electrification, and regulations, and incentives driving energy efficiency and sustainability across New England.

- Experience developing strategic energy management plans, including energy sustainability plans, greenhouse gas inventories, climate action plans, and performing detailed energy savings analysis and greenhouse gas emissions accounting

- Experience with municipally-focused grant identification and writing

- Outstanding customer service skills; excellent oral and written communication skills with ability to deliver engaging presentations to an audience with a varied understanding of content

- Experience with data systems (e.g., Mass Energy Insight), emissions tracking, or energy analytics tools.

- Proficiency in Microsoft Office Suite; Tableau or other data visualization experience strongly preferred.

- PMP or other project management certification a plus.


Salary Range: $70,000 - $85,000
