The Manager Energy Resource Planning is responsible for leading a highly technical, cross-disciplinary, and collaborative team in development of OPPD's near-term and long-term energy portfolio resource plans. The Resource Planning team, for which this role is responsible, provides robust analysis, creates organizational alignment, and facilitates stakeholder engagement in support of OPPD's most important and consequential energy portfolio decisions. The team is responsible for the critical function of ensuring sufficient supply and demand-side resources to meet future electric demands, ensuring resource adequacy and evaluating opportunities to enhance system resiliency. The outcomes of these decisions highly impact the cost, reliability, and environmental impact of OPPD's electric system.
The Manager Energy Resource Planning is accountable for the design and development of OPPD's Integrated Resource Plan (IRP) studies, development decarbonization plans, evaluation of federal energy policy, evaluation of regional resource adequacy policy, and development of a framework to evaluate system resource adequacy and resiliency enhancements, among other related tasks. The Manager Energy Resource Planning is also responsible for ensuring accurate and timely completion of routine core business activities including, but not limited to, annual and quarterly production cost modeling, energy portfolio market risk analysis, updates to OPPD's load and capability outlook, optimization of OPPD's generation maintenance outage timing, and resource data submissions to national, regional, and state entities.
- Build and maintain a competent/capable team of staff in alignment with OPPD's Accountable Management System (AMS) guidelines.
- Effectively apply OPPD's Managerial Leadership Practices (MLPs) (i.e.: Management Accountabilities, Talent Inventory, Succession Planning, Organizational Performance Planning, Clarity Building, etc.) for assigned staff
- Provides leadership and training to assigned staff members to increase their knowledge, accountability and ability to contribute to the business unit and District
- Develop and implement Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division, etc. (Completed Annually)
- Develop and maintain a set of staff performance metrics
- Accountable to develop and implement plans and programs (1-2 years in scope) to achieve OPPD/Systems Transformation Business Unit strategic objectives and to deliver desired outputs/assigned Key Accountabilities (KAs) of the Energy Portfolio Planning Department.
- Lead the design, integration and ownership of all end-to-end processes, policies, and practices utilized within assigned scope of control
- Establish and execute an on-going prioritization process for team consistent with OPPD¿s business objectives, policies, metrics, and strategies
- Engage with/Support assigned staff to influence decisions and outcomes in alignment with strategic direction (As Needed/Required)
- Develop and maintain a set departmental performance metrics (Past vs. Present and Predictive). Monitor, adjust as needed, track, and develop executive reporting and analysis as scheduled
- Interact with employees throughout the District to increase the understanding of departmental accountabilities in an effort to enhance department decisions and promote enterprise-wide decision making
- Lead OPPD's market forecasting and energy portfolio modeling capabilities:
- Oversee development of key forecasts impacting long-term regional electric market dynamics including fuel forecasts and the changing regional resource mix
- Develop and maintain staff capabilities to conduct portfolio dispatch modeling in support of critical organizational functions including, but not limited to, fuel procurement, corporate financial budgeting, energy risk management, generation maintenance scheduling
- Develop OPPD's energy portfolio position and forecasted financial risk exposure within the integrated marketplace for use by OPPD's middle and front office energy marketing activities
- Ensure accurate data management, calibration, and validation process and practices for OPPD's electric market simulation tools
- Lead development and communication of OPPD's Integrated Resource Plans (IRP) in support of OPPD's mission to provide affordable, reliable, and environmentally sensitive energy services
- Design and develop studies to quantitatively optimize portfolio decisions across the multiple objectives of OPPD's mission and strategic directives
- Align with technical experts to develop and maintain current and emerging energy portfolio technology parameters including technology feasibility timelines, capital costs, operating costs, and operating capabilities
- Lead development and review of Integrated Resource Plan reports, ensuring collaboration and coordination across OPPD business units
- Develop and support processes to consistently engage and communicate with OPPD stakeholders on OPPD¿s resource planning efforts
- Lead quantitative analysis to monitor, gain insights to, and develop recommendations for OPPD resource adequacy and system resiliency considering the changing resource mix, changing electric consumption patterns, and changes in climatic conditions.
- Support review, development, and compliance with national, regional, and state electric grid policy
- Monitor, report on, and provide analysis for potential impacts of potential state and regional electric grid policies related to resource adequacy and regional economic studies
- Ensure compliance with data reporting requirements for OPPD's energy portfolio to state, regional, and national entities
- Drive a strong organizational presence, aligning OPPD planning and operations with OPPD's long-term energy portfolio direction. This includes the ability to identify and satisfy a range of organizational needs driven by customers, regulators, key stakeholders.
- Bachelor's degree in engineering, mathematics, science, finance or other technical field with relevant experience
- A working knowledge of engineering concepts associated with the design and operation of the electrical system
- Experience leading both technical and financial analyses in support of decision analysis
- Ability to quickly and accurately identify, interpret, and communicate quantitative trends
- Advanced knowledge of quantitative forecasting, optimization, and risk analysis methodologies
- Experience in data management, data analysis and data visualization with experience using complex and quantitatively intensive tools and specialized computer applications
- Proven ability to develop relationships and clearly communicate technical issues with internal and external customers in ways that can be understood by non-technical individuals
- Excellent oral and written communication skills
- Master's degree in engineering, business administration, or related field
- Broad knowledge of the electric system, electric system planning, and resource adequacy topics
- Management experience with technical teams
- Experience leading technical multi-disciplinary teams to develop technical recommendations¿
- Experience with electric system production cost models (Auora, Promod, Plexos, etc.)
- Experience with Regional Transmission Organizations, Balancing Authorities, and/or integrated energy markets
