Manager Treasury Management will plan, organize, supervise and control the overall operations of the Treasury Management Department which includes investing Division and Retirement/Pension funds. Monitor and coordinate departmental work with other departments and outside agencies to obtain the highest yield investments and to borrow new funds at competitive rates to assure
the future operation of the Division. ESSENTIAL FUNCTIONS: Plan, organize, supervise and control the functions of investing Division and retirement/pension funds. Responsible for managing the banking relationship of Division and pension funds as it relates to checking, domestic and international custody of investment securities and trusteeship of outstanding and escrowed revenue
Assist the Vice President with revenue bond studies, issuance, closings and investments of proceeds pursuant to current guidelines and serve as lead manager on MLGW's revenue bond issues. Direct and coordinate activities of employees within the department. Coordinate departmental work with other departments in the Division and outside agencies; monitor/direct the investment activities of external investment managers in accordance with investment policies. Plan, schedule and assign the work of employees; assign, review and approve reports; monitor work progress/quality and the adherence of time schedules; ensure timely preparation of progress/cost analysis reports and performance appraisals; prepare/monitor department budget and system enhancements. Conduct briefing and planning sessions with departmental personnel; present financial reports to Board of Commissioners, Pension Board and Pension Board Investment Committee. Provide for and be administratively responsible for a capable staff to meet the current commitments and future performance standards through proper selection, development and motivation of qualified personnel; interview and recommend investment managers. Meet and counsel with various departmental personnel; resolve problems/make recommendations as required. Stay abreast of current market trends and analyzing various financial data as it relates to Treasury Management. Perform other duties as directed.
A valid driver's license from state of residence is required.
Bachelor's Degree in Finance, Accounting, Business Administration or related field.
6 years of senior professional level experience in investing including two (2) years supervisory experience is required.
Must complete NIMS training within one year of entering job. Must have ability to apply financial principles and methods in the overall operation of Treasury Management; ability to plan, formulate and carry out programs and policies; managerial ability to implement long range plans and adapt to change; ability to analyze numerous investment securities/ financial market; decision making skills to make rapid complex financial decision. Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment. The position requires normal visual acuity and field of vision, hearing and speaking abilities.
