We’re currently hiring a Manager, Safety to join our Corporate Safety Team, supporting the Eastern Clean Energy Initiative Project. Reporting to the Senior Director, Safety, and takes daily direction from the (ECEI) Project Director, the Manager, Safety will be responsible for providing safety leadership, strategy development and guidance to the Eastern Clean Energy Initiative (ECEI) project team, implementing, monitoring and refining the Safety Plans of the various contractors engaged on the projects and for building and developing a strong safety culture within the ECEI team and its contractors, that aligns with the Nova Scotia Power Safety Management System (SMS) and effectively supports and delivers on the safety performance expectations.
Note: This is term role assigned to the Eastern Clean Energy Initiative (ECEI) Project until Dec 31, 2028.
Key elements of this role include::
•Lead a team of Field Safety Specialists and coordinate with contractor safety representatives, including setting project-specific safety accountabilities, performance measurement/management, providing effective feedback and employee development.
•Lead, implement, manage and assess safety programs, processes, and procedures that are applicable to large scale construction projects and ensure continuous performance in all program areas as the work progresses.
•Ensure processes and procedures relating to project-related safety are aligned with the Nova Scotia Power SMS and are being effectively implemented by all staff and contractors.
•Perform safety and security inspections and evaluations and provide guidance and recommendations on remediation and improvement strategies. Oversee performance of similar activities by employees and contractors and ensure appropriate action is taken based on results or trends in results.
•Responsible for safety reporting including liaising with the appropriate government and regulatory agencies. Proactively develop relationships and communicate major project activities in advance of work start.
•Ensure contractors have an appropriate Emergency Response Plan for their work scope and adequately covers the areas where work will be performed. Confirm that incident reporting aligns to provincial OH&S requirements and as well to Nova Scotia Power notifications per the corporate policies and procedures.
•Coordinate and facilitate program audits and implement corrective action plans with support of regulatory team members.
•Review Request for Proposal (RFP) submissions of contractor’s proposals and complete scoring against pre-defined safety criteria for selected contracting and procurement initiatives.
•In coordination with the Construction group and the responsible Project Manager, oversee and participate in on-site safety inspections and audits of the contractors’ works according to their site management and controls plans. It is an expectation that this role (and the roles of the supporting Safety Specialists) will require up to 70% of working time on construction sites, depending on the stages of construction and oversight requirements. Regular travel, primarily within Nova Scotia and New Brunswick, is an expectation of this role.
•Lead, oversee and participate in programs that ensure contractor site safety plans are communicated to the workforce conducting the work, that Safe Work Practices are in place and that Risk Assessments are conducted for all work and are reviewed and signed by the resources completing the work in the daily Toolbox Talk.
•Source and evaluate safety training programs and providers as required by the Nova Scotia Power SMS and associated project plans.
•Oversee and monitor programs that ensure employees and contractors meet training requirements.
•Coordinate and align with Nova Scotia Power Safety leadership on safety policies and programs, including participation in Safety management and team meetings. Provide the ECEI team with regular updates on the corporate safety strategy and any impacts of that strategy on the ECEI safety plans.
•In the Quarterly ECEI Safety and Business meeting, develop and deliver an engaging agenda of practical topics tailored to the project activities that are both underway and upcoming to educate and motivate team members on the safety culture of ECEI.
•Actively contributes to regular department strategic planning activities and ensures that workplans are aligned with both department and corporate strategic objectives.
•Participate in quarterly and annual budgeting, cost management and resource planning activities in area of responsibility.
•Plan and participate in security and emergency exercises.
•Participate and/or lead incident investigations per the applicable Nova Scotia Power SMS procedures.
•You will be responsible for personal safety, that of co-workers, those under your direction, contractors and the general public by observing and ensuring compliance with all Occupational Health and Safety Rules and Regulations.
These skills will make you successful::
Education & Experience
•Certified or be eligible for certification as a Canadian Registered Safety Professional (CRSP)
•Experience leading the safety performance of both direct reports and contractor representatives in complex, multi-disciplinary construction, with an ability to provide leadership in both field and boardroom environments
•Experience in the execution of major construction projects covering multiple field locations over a large geographical area would be considered strong assets including the following:
+ Transmission line construction and network upgrades in existing substations.
+ Brown field construction safety in existing plants during major conversion campaign outages.
+ Technical support for regulatory reporting and proceedings
+ Safety - Review Safety Stand downs, contractor Safety plan reviews and oversight
+ Assist with maintaining Emergency Plans and Procedures
•Experience with progressively increasing responsibility as a safety leader.
Technical/Job Specific Knowledge and Abilities
•High level of personal organization, attention to details, ability to effectively delegate and an ability to work independently to meet given deadlines.
•Demonstrated ability to communicate effectively in verbal and written form.
•Demonstrated knowledge of investigative techniques.
•Strong working knowledge of applicable codes, standards, and Federal and Provincial Safety regulations.
•Collaborative approach as a relationship builder with an appropriate sense of urgency.
