Summary

Job Description

The Manager, Safety maintains the continuous development of the Chugach safety program. This position carries out the prime responsibilities for the general safety and health functions to include: evaluating the work environment for safety hazards, recommending control measures and safe work practices, developing training, and assessing compliance with regulatory requirements.

Essential Functions

Plan, develop, and implement Chugach’s safety, health, safety training, and incident prevention programs for regulatory compliance.
Manage, maintain, and improve company safety programs.
Actively partner with management in the development, implementation, and assessment of company safety programs.
Consultant to supervision and employees by providing information and solutions on company safety programs and associated safe work practices.
Determine safety program deficiencies. Schedule, inspect, report, and track the results of periodic safety inspections, to include hazard elimination.
Conduct field and site visits, audits and evaluates workplace environments, equipment, and work practices to assure compliance with company, State, and Federal safety requirements and regulations.
Provide safety support to high-risk work activities and ensure appropriate risk control measures are identified and implemented.
Facilitate hazard assessments/job safety analysis.
Determine resources required to administer programs and helps develop safety budget.
Assist supervisors in accident investigation and identification of immediate/root cause and actions to prevent recurrence.
Interface with State and Federal regulators on health and safety requirements regarding compliance issues.
Plan, develop and supervise special safety projects and contractors.
Recommend to leadership adoption of new or revised safety policies, programs and practices as new legislation, operating conditions and technologies require.
Determine, evaluate, and recommend Personal Protective Equipment (PPE).
Maintain records for statistical measurements and management reports; reporting conforms to State and Federal requirements and safety industry standards.
Develop and implement Chugach’s emergency response evacuation plan.
Conduct electrical safety demonstrations and classes in schools, community organizations, fire, police, and other entities.
Manage certified PPE hazard assessments and safety assessments are current and updated on a periodical basis.

Manager, HSE: Reports to, receives direction, guidance and decisions from.

Department Managers: Provide safety support and consultative advice


External

Bargaining Unit Representatives
Community organizations, emergency response groups, schools, and the general public:
State and Federal Regulatory Agencies: compliance with regulatory requirements.
Police and Fire Departments, confer with and conduct electrical safety training.
Safety Director, Alaska Power Association and Safety Managers of other Companies: Works in close cooperation with to plan programs, share information and provide assistance.
Other organizations and safety associations: Provide safety support, give and receive information


Competencies

Current knowledge of AKOSH, OSHA and DOT regulatory compliance requirements.
Current knowledge of NEC, NESC, NFPA, IFC, ANSI, ASTM, CGA, ASME, and other consensus standards.
Ability to interpret compliance and consensus standards to determine their impact upon Chugach.
Ability work with regulatory agencies to resolve compliance issues.
Current working knowledge in the principles of electricity and electrical circuits.
Current knowledge of safety, accident prevention, and safety equipment.
Must have working knowledge of word processing and data base management systems.
Effective written and oral communication skills.
Must have working knowledge in effective training methods.
Must have knowledge in statistical procedures.
Must be knowledgeable in electric utility or industrial equipment operations.
Must be able to work cooperatively in varied work situations and with all levels of employees and management.
Ability to: lift 25 pounds from ground level to an elevation of three feet; climb stairways and fixed/portable ladders; wear a respirator and other required personal protective equipment.
Ability to pass a full face respiratory fit test.

Supervisory Responsibility

This position has the supervisory responsibility for the Safety Specialist.

Work Environment

Work is performed in both office environments and field conditions, where exposure to cold wet weather and rough terrain can be expected. Occasional exposure to hazardous noise and chemicals is possible. Frequent travel to various work sites and remote locations by light aircraft and helicopter is required.

Minimum Qualifications And Experience

Education

Bachelor’s degree in occupational safety and health, science, engineering or related discipline, required.

Training, Licensure, Certifications

Valid Alaska driver’s license with acceptable driving history for fleet insurance coverage, required.

Must have Professional Certification (CSP or CIH) or obtain within one year.

Experience

Five (5) years of progressively responsible experience, including supervisory in safety, accident/incident prevention, industrial hygiene, loss control, and safety education is required. Must have experience in industrial incident investigations and written mitigation plans. Experience working in a utility/union environment preferred.

Substitution

Additional experience in similar complex safety role or related field may be substituted for the required education on a year or year basis.
