The base salary for this posiiton is dependent upon experience and location.
Together with the US Offshore QHS Director, the Principal Quality Manager (PrQM) heads up the quality discipline for the US Offshore QHS department for all US projects in coordination with design, engineering, construction, operations, and health and safety. S/he should have a very strong quality, construction and/or engineering background with a strong focus to drive quality across all business areas and subsequently improve the design, operation and construction of equipment and machinery. S/he will own the compliance of on-site quality activities which requires leading a team of quality experts within the US and international offshore business, including the use of tools such as quality systems, auditing, product and process control and design, quality methods and tools, applied statistics, statistical process control (SPC), and design of experiments (DOE). The PrQM, with support from the Project Quality Lead (PQL), will manage ownership of a process-based project Quality Management System that is in alignment with Avangrid’s Offshore Business Quality Management System. S/he will ensure elements of quality assurance, quality control, and continuous improvement principles are implemented throughout the plan. S/he will guide the quality team’s responsibilities on the project related to all procedures through all phases, considering aspects of quality contractor minimum requirements, overall quality procedures, project quality objectives, and quality reporting on nonconformities and audit findings. The PrQM will be responsible for the quality department’s Management by Objectives so that all project and operational sites are driven by set requirements coming from the objectives. S/he will develop a quality strategy to serve as a guideline to the US offshore business from a mid-and long-term perspective. S/he will regularly identify areas for improvements and seeks to contribute through process evolution to
the improvement machinery, equipment and process quality; and as such s/he will also be responsible for the coordination, communication and implementation of improvement plans. The PrQM will be the process owner for quality inspection plans defining the inspection strategy based on project requirements and supply chain development. S/he will set forth of the most appropriate inspection approach for each major component such as ad-hoc, resident service, or use of external resources, including the preparation of the appropriate tender documentation defining minimum requirements or the relevant job descriptions. S/he will also develop outputs for the inspection service specifications and related budgets to ensure that components, machinery and equipment pass all quality & safety requirements; including but not limited to the Foundation (FOU), the Wind Turbine Generator (WTG), the Inter Array Cable (IAC) the Offshore Substation (OSS) and the Onshore Substation (OnSS) and associated onshore cable components. The PrQM will participate in and contribute to project technical committees providing general quality updates on the project’s technical development; review of relevant technical quality risks; applicable approval of technical quality documents; supporting for quality logistics necessary to meet the project quality plan and inspection and testing plans (ITPs); and support to the engineering, construction and package managers. S/he will manage the process of capturing quality lessons learned for each department and package, including the identification of lessons learned from the project team, the review from the department manager and the guidance of implementation of lessons learned from other projects by the project team. The PrQM position requires a solid understanding of a matrix organization and understanding of large-scale project milestones and set up across multiple international stakeholders. Basic understanding among the difference of corporate, construction and operations across multiple cross functional groups. S/he must possess a solid understanding of engineering project logistics, large scale project management, international procurement procedures and overall business development in the offshore industry. S/he must have experience working with and guiding third-party contractors through project deliverables, conflict resolution and change management. Internally, s/he is a team player and contributor to business development, working closely together with Health & Safety at the business level. Externally, s/he will be strong, respectful and determined towards contractors and manufacturers to assure they stringently follow Avangrid requirements.
