This position manages BC Hydro's responsibilities under the BC Low Carbon Fuel Standard and federal Clean Fuel
Regulations, which are two parallel climate change policies that encourage greenhouse gas reduction in the transportation
sector (the two policies). Under each policy, BC Hydro earns low carbon fuel credits for its supply of electricity to
transportation. The scope of the position encompasses collecting data on BC Hydro electricity supply to transportation,
preparing mandatory reports to the BC and federal governments, collaborating with BC Hydro's trading subsidiary on
reporting to government and the transfer of low carbon fuel credits, engaging with governments on policy design and
methodologies to quantify electricity supply to transportation and the associated volume of low carbon fuel credits, project
managing work to improve data inputs to the quantification of low carbon fuel credits and advising BC Hydro staff and
customers on the two policies and implications for their respective work or operations.
The role has broad accountability to develop and implement novel solutions with corporate-wide implications and resolve
broad scope and complex issues.
High-level responsibilities include:
- Collects and validates transportation electricity use and related data from customers and BC Hydro sources.
- Develops and maintains databases, and analyzes data.
- Prepares and submits regulatory compliance filings to government.
- Prepares revenue forecasts.
- Leads cross-business group work teams to identify regulatory, policy and program issues, develop and analyze options,
- Represents BC Hydro in discussions with provincial and federal government on the two policies.
- Prepares and presents position papers.
- Prepares and presents briefing materials for senior management and Executive
- Applies judgement with respect to the use of project valuation methodologies (qualitative and quantitative).
- Responds to inquiries and internal and external stakeholder´ requests regarding the two policies.
- Develops project plans and timelines consistent with senior management requirements.
- Researches, gathers, and presents supporting information such that project specific business initiatives can be
- Liaises with other parts of BC Hydro to support BC Hydro participation in the two policies.
- Resolves issues, identifies and communicates risks, and ensures that appropriate risks management initiatives are- A university degree in Engineering, Science, Business, Economics, or an equivalent combination of education and
- 5+ years of progressive project or program management experience in developing, managing and implementing projects
- Preference will be given to candidates with experience managing projects or programs related to low carbon fuel credits or
- 1-3 years of experience developing and managing basic databases and reporting systems.
- Experience working with government on energy/environmental policy, regulation and programs is an asset.
- Strong quantitative, analytical and problem solving skills.
- Excellent written and verbal communication skills.
- Strong planning and organizational skills.
- Strong collaboration and ability to influence others.
- Knowledge and understanding of BC Hydro's business and the interdependencies of the various departments and
