Under limited direction, leads and manages the daily operations of the Energy Control Center Operations staff responsible for the safety and reliability of the Brownsville Public Utilities Board (BPUB) Electrical System, and operation and maintenance of the Energy Control Center.
Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal of all assigned personnel. May be required to assist in the management of other departments within the Electrical Engineering and System Operations Division. Manages the safe, efficient, and reliable dispatch operations of the Brownsville Public Utilities Board electric substation, transmission, and distribution systems, and, as necessary, the water/wastewater systems. Accounts for the safe and efficient real-time operation of the Energy Control Center; must comply with the BPUB, Electric Reliability Council of Texas (ERCOT), and North American Electric Reliability Council (NERC) policies and guidelines. Coordinates Bulk Electric System (BES) operations with ERCOT and adjoining utilities. Maintains the Energy Control Center according to ERCOT guides and standards in order to be considered a Certified Control Area. Provides oversight of Energy Control Center personnel, ensuring the safe and reliable operation of BPUB’s electrical system during both routine and emergency conditions. Oversees and maintains the BPUB ESO Training and certification program, and qualifies ESOs consistent with ERCOT, NERC, and BPUB reliability standard requirements; Maintains staffing levels needed to complete workload; prepares and administers the department budget. Participates as a middle-level BPUB Incident Command System (ICS) member during emergencies. Participates in various ERCOT related duties and activities including representing BPUB on various ERCOT committees. Completes other job duties as assigned.

Bachelor’s Degree with coursework in an electrical engineering field from an Accreditation Board for Engineering & Technology (ABET) accredited program is required. Degrees with coursework in business administration, or a closely related engineering field may be considered. Eight (8) years of progressively responsible and complex experience in electrical substation operations, SCADA system operations, transmission/distribution operations, or water/wastewater systems are required.
An equivalent combination of appropriate education, relevant experience, and applicable certifications may substitute for the minimum requirements
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
Requires North America Electric Reliability Commission (N.E.R.C.) and Electric Reliability Council of Texas (E.R.C.O.T.) certifications.

In addition to any and all other qualifications required for employment stated under the Brownsville P.U.B Personnel Policies and Procedures Policy No. 39:

- Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
