Job SummaryONEOK is seeking a manager to lead our regulatory and technical compliance initiatives for Asset Integrity and the Engineering Operating Pressure Program. This critical role ensures alignment with federal regulations—specifically DOT 49 CFR Parts 192 and 195—and ONEOK’s Management System (OMS) programs and procedures. You will oversee a dedicated team responsible for implementing engineering controls, assessing operational risk, and driving continuous compliance with Pipeline Safety Regulations. This position is eligible for a hybrid work schedule which requires an in-office presence three days per week.
Essential Functions And Responsibilities
- Lead and mentor a team of compliance engineers focused on pipeline safety and regulatory adherence.
- Develop and maintain compliance programs aligned with DOT 192 and 195 regulations.
- Oversee and validate surge analysis and hydraulic modeling to ensure pipeline systems operate safely under transient and steady-state conditions.
- Oversee pipeline surge analysis program to evaluate transient pressure events caused by rapid valve closures, pump trips, or emergency shutdowns.
- oversee the design and validation of surge mitigation strategies, including surge relief valves and tanks, pressure control systems, check valve placement, and operational procedures.
- Ensure surge analysis aligns with DOT 192 and 195 requirements and industry best practices (e.g., API RP 521, ASME B31.4/B31.8).
- Manage and execute MAOP reconfirmation programs in accordance with 49 CFR
- 192.624, including pressure testing, material verification, and engineering assessments.
- Establish and verify MAOP (gas pipelines) and MOP (hazardous liquid pipelines) using traceable, verifiable, and complete (TVC) records.
- Ensure compliance with DOT 192 and 195 operating pressure requirements, including overpressure protection systems per
- 192.195.
- Conduct and maintain DOT 192 Class Location assessments to ensure proper classification and compliance with population-based risk criteria.
- Conduct internal quality control studies regarding existing programs to identify and mitigate compliance gaps.
- Oversee pressure tests and MOP/MAOP Establishments that ensure compliance with DOT Part 192, DOT Part 195, and ONEOK policies and procedures.
- Review design parameters for all new PR&C, NGP, NGL, and NGGP(Regulated) projects to ensure compliance with DOT Part 192 and DOT Part 195 Design regulations.
- Continually monitor Natural Gas systems and oversee program to ensure compliance with all DOT Part 192 regulations pertaining to Class changes.
- Oversee program to identify all gas pipeline segments that require MAOP reconfirmation per new DOT Part 192 regulations. Assist with development and comply with procedures to perform these reconfirmations. Track MAOP reconfirmation progress for each operating company.
- Maintain documentation and reporting in accordance with PHMSA and DOT standards.
- Monitor regulatory updates and proactively adjust compliance strategies.
- Provide Subject Matter Expertise regarding integration activities into ONEOK engineering compliance programs (EnLink, Medallion, Magellan)
- Bachelor's Degree in Engineering (Civil, Mechanical, Petroleum, Metallurgical, and Electrical) or related field and the following experience
- Comprehensive knowledge and experience related to the operation, maintenance, evaluation and modifications of plant, transmission/transportation, gathering and processing facilities
- Knowledge of: Title 49 CFR Parts 190-199 (Pipeline Safety Regulations), Natural Gas and Liquids Pipeline Engineering Standards and Operating Procedures
- Skills in: organizational and analytical; and ability to manage large scale projects
- Skills in: excellent verbal and written communication
- Skills in: computer and ability to utilize typical office word processing, spreadsheet and database applications
