Position Purpose
Reporting to the Lines Supervisor, the Lead Hand is responsible for planning and directing the work of the Line staff to ensure safe work practices and procedures are carried out in the construction, maintenance and troubleshooting of energized electrical distribution systems up to 44 kV. The incumbent is responsible for leading and organizing the crews, ensuring the quality and quantity of work performed and preparing material requests for projects and completing support documentation as required.
Responsibilities
•Onsite leadership and job organization for assigned projects or tasks
•Conduct daily crew tailboard conferences to ensure all crew members understand project plan, work methods and clearly understand the scope of the work, potential hazards and controls
•Read and interpret project drawings and/or work instructions including recordings accurately any field changes on the as constructed project drawings
•Determines the appropriate job procedures required, the amount of resources required and equipment necessary for crews to complete the projects in a timely and efficient manner
•Assist in planning of construction and maintenance projects. Identifies and evaluates the job site to determine risks to crews and implements safety precautions required for crews to complete their work assignments. Evaluates job set-up and obtains additional support and/or equipment when required.
•Organize, pickup and delivery of materials, equipment and tools
•Provide daily instruction (training), mentoring and coaching for journeyperson, apprentices and other work groups
•Oversight of tasks performed by crew ensuring productivity and effectiveness
•Interface/coordinate the work with external parties such as customers, subcontractors or municipal inspectors
•Communicate with System Control staff to report defective equipment and unsafe conditions and verify all tag-out/ lock-out procedures are followed
•Apply for Utility Work Protection
•Prepares written work plans and traffic plans and assigns work based on work procedures, equipment, materials and individual worker experience. Ensures that PPE is used appropriately and confirms that tools, equipment and vehicles are used and operated in compliance with safe work practices and procedures
•Complete inspections of newly installed or modified distribution plant in accordance with Reg 22/04 and Alectra's Construction Verification Program including completing the Record of Inspection and Inspection Certificates
•Perform the duties as described in the Powerline Technician job description
Qualifications, Knowledge, Skills And Competencies
Education & Specialized Knowledge:
•Requires a minimum of a grade 12 high school graduation diploma.
•Requires a Powerline Technician Certificate
Experience
•Requires a minimum of 5 years of related experience in the respective trade, Powerline Technician
Skills/Abilities/Competencies
•Demonstrated ability to effectively lead, coordinate and mentor a team.
•Problem Solving capability
•Demonstrated written and verbal communication skills with coworkers and members of the public to achieve positive outcomes for the company.
•Demonstrated ability to facilitate the prevention, management and/or resolution of conflicts.
•Requires advanced knowledge of Occupational Health and Safety Act requirements as it relates to individual, organizational and operational requirements.
•Requires advanced knowledge of EUSR rules, the utility work protection code and other related safety regulations.
•Requires a valid Class “A” driver’s license with a “Z” endorsement.
•Strong understanding of ESA rules and regulations as applicable to the construction and maintenance of electrical distribution systems
