The IT Manager, Geographic Information System (GIS) is responsible for managing WSSC Water’s GIS operations. This includes planning, designing, maintaining, and supporting GIS Infrastructure, including the development, implementation, modification, and support of a variety of GIS applications, custom tools, geodatabase as well as other integrated information systems to meet the business needs of the Commission.
The scope of responsibilities includes management of the GIS development & Support operations, including oversight of related implementation activities in all project phases beginning with requirements gathering through implementation with on-going production and on-call support.
Essential Functions
•Manages all aspects of GIS operations and other related applications support and operations, including plans, designs, development and implementation, upgrade, support and maintenance functions
•Leads the team in developing custom web clients for GIS data and other GIS tools and interfaces, as well as designing, implementing, and maintaining ESRI geodatabases with Oracle
•Works with local, state and federal resources to maintain existing map databases; identifies missing data and provides input into the Commission’s GIS strategy
•Develops GIS data acquisition strategies and standards; coordinates GIS data acquisitions and updates to ensure accurate GIS databases
•Manages configuration management support to staff for development software
•Leads team members on data analysis and integration of applications
•Works with the Division Manager, Business Applications to develop projects scope, budgets and priorities
•Ensures the team follows standards for development tools/platforms/methodology/controls to ensure efficiency, quality, and consistency in application development
•Ensures that projects follow specific project plans and timelines and meet all contractual service levels associated with quality estimation and incident resolution
•Supports the WSSC Water in-house software development and COTS implementation, determining user requirements and desired outputs, including migration to next generation development tools
•Manages external vendor relationships with contract administrators to review/negotiate/revise relevant contracts and service level agreements
•Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Other Functions
•Manages audits on code and documentation from developers
•Conducts research on technologies and best practices to support GIS initiatives at WSSC Water
•Provides technical documentation updates to the latest enhancement or release
•Reports key metrics on GIS operational and system activity
•Performs other duties as assigned

Required Knowledge, Skills, And Abilities
•Diverse knowledge of and experience with multiple programming languages including; JavaScript, HTML5, Python, Arcade, or SQL programming languages
•Thorough knowledge of relational databases such as, SQL Server, and/or Oracle
•Working knowledge of business reporting tools such as Power BI, and others
•In-depth knowledge in and use of GIS desktop (ArcPro) and cloud solutions such as ArcGIS Portal, or ArcOnline
•Extensive knowledge of applied geography
•Ability to solve technical problems by applying an appropriate mathematical/statistical method
•Understanding of project management practices such as ITIL and PMP.Agile
•Demonstrated ability to perform analysis and make recommendations to improve application development design and architecture
•Advanced knowledge of integrating applications with industry best practices that include both synchronous and asynchronous connections
•Skill in recognizing trends, patterns and events that result in identifying new and innovative opportunities

Minimum Education, Experience Requirements
Bachelor’s degree and 7+ years’ experience in GIS application development OR* high school diploma (or equivalent) and 11+ years’ experience in GIS application development
•Some leadership experience managing multiple development projects, concurrently working with development managers and application users
•Experience developing and using SDLC methodologies and best practices
•Experience reviewing architectural structures, identification of architectural issues and demonstrated ability to perform analysis and make recommendations to improve application development design and architecture
•Demonstrated competencies in utilizing GIS technologies and/or developing complex applications to display land use, environmental, economic, and/or demographic data in a map/graphics format
•Experience with the use of technical geography and GIS software to perform spatial analysis and to utilize GIS programming scripts/languages
