Position Summary
As the Investigations and Intelligence Manager at Oncor, you’ll play an impactful role and one in which the incumbent is directly responsible for investigations, intelligence, and insider risk. This role is responsible for building and leading this new function for Oncor to effectively apply fundamental investigative and intelligence analysis concepts and procedures to solve complex problems. This leader provides sophisticated reporting, and ownership of assigned functions while operating in a dynamic and multi-faceted environment, requiring a high level of personal integrity, confidentiality, good judgment, and problem-solving skills.
Key Responsibilities
•Build and Manage the Investigations (non-employee relations), Intelligence, and Insider Threat Functions.
•Conduct complex company investigations in support of Corporate Security, conduct interviews, review incident reports, report findings, brief management regarding on-going investigations, coordinate sync meetings with investigative partners, analyze data, collect evidence, conduct searches, assess facts and collected evidence and document recommendations.
•Conduct liaison with internal and external stakeholders, collect property, and coordinate investigatory requests from business units.
•Liaison with law enforcement, collection of police reports, witness testimony, subpoena and court order compliance, at times coordinate covert camera installations in support of criminal investigations.
•Case documentation/management and report writing.
•Conduct surveillance, intelligence collection, coordinate responses to threats and acts of violence against the company, coordinate and discuss enhanced physical security at sites and brand-based risk assessments using investigative results.
•Partner with HR on any employee background checks requiring increased scrutiny.
•Compile, prepare and present intelligence briefings and products for various levels of audiences to support critical decision making and planning.
•Manage protective intelligence-related tasks, which include proactive threat detection and escalation, threat and risk assessments, Person of Interest (POI) investigations, maintaining (Be on the Lookout (BOLOs), and collaborating with internal and external partners on threat management.
•In partnership with Cyber Security and HR, stand up and lead Insider Threat Program for the enterprise.
•Manage dashboards and metrics, standard operating procedures, and guidelines to measure the effectiveness of programs and ensure continuous improvement.
•Provide support to all other functions of Corporate Security, to include physical security, coordination with business units to obtain information in support of projects, response to security events.
•Strong emotional intelligence and self-awareness.
•Must be comfortable in a variety of social settings.
•Working shifts that can occasionally include days/nights/weekends/holidays.
•Responds to emergency calls for assistance to mitigate hazardous situations.
•Primarily Sedentary Work: lifting a maximum of 20 – 40 pounds, occasional standing/walking/driving.
•The candidate may be expected to occasionally work outside normal daytime work hours, on weekends, or on holidays
•Occasional travel may be required (estimated 10%).
Skills
•Experience building, implementing, and leading investigatory and intelligence functions.
•Business focused and results-oriented.
•Basic understanding of the energy industry, specifically transmission and distribution operations.
•Understanding and application of the principles of both Cyber and Physical Security.
•Detailed knowledge of law enforcement and the court systems including state and federal law, policies, procedures and tactics.
•Experience in intelligence collection, data analytics, law enforcement databases, investigative assessment of social media and public source information.
•Training in evidence collection, handling and storage. Knowledge of forensic testing in support of investigations is preferred.
•An understanding of the information available from business technology necessary to support investigations including access control technology, security cameras, equipment locator information, covert camera usage, and badging information.
•Ability to professionally communicate and represent the company. This role will interview work crew members, office employees, managers, directors, officers, and board members within the enterprise. The incumbent will regularly interface with executives from other organizations, Law Enforcement Executives, conduct coordination with federal partners during designated high profile special events, interact with attorneys and court personnel, and build liaison relationships across the community.
•May be required to augment the Executive Protection function on occasion. Knowledge of executive protection operations, planning, advanced site assessments.
•Discretion and the ability to protect sensitive information including digital forensic analysis results, personally identifiable information (PII), customer information, and sensitive background information.
•Understanding of Emergency Management processes and procedures as they relate to security operations including Emergency Operations Center and Security Operations Center activities.
•Able to lead various teams, committees, and councils composed of different parties.
•Strong communication skills and the ability to render good judgment and sound decisions. Proficient in written and oral presentations, capable of rapidly creating detailed, yet concise written reports.
•Skills administering or using a security report management software.
•Strong background in intelligence gathering, to include familiarity and use of online resources, subscription services and public record checks.
•Extensive network of law enforcement contacts at the local, state, and federal level.
•Familiarity with current social media and its usage.
•Proficiency in the use of investigative databases.
•Expertise in Word, Excel, and PowerPoint.
•Strong interpersonal skills. Must be able to deal effectively with different types of people, at all levels of internal and external organizations.
•Ability to exercise exceptional discretion and confidentiality when made privy to activities, conversations, or other matters of a sensitive nature.
Education & Experience
•Bachelor’s degree and Minimum ten (10) years relevant work experience, defined as investigative experience.
•Must have an active United States Driver’s License.
