COSL Canada is looking to fill a position in our QHSE Team with an individual who has knowledge of HSE and oil & gas industry working experience. This is a full-time workload position as a contractor with the possibility of transitioning to a permanent role.
HSE Specialist-Contractor Management is to provide Health, Safety and Environment (HSE) with support and guidance on activities to related COSL Canada Ltd (CCL) HSE Management System (HSMS) effectiveness and CCL Management support. The following will outline specific areas of support to CCL HSMS that require ongoing and consistent management and supervision to ensure adherence.
- Have knowledge and awareness of CCL and Client standards, policies, procedures, guidance, industry best practices and regulatory requirements.
- Support CCL HSE Manager and General Manager with HSMS development, implementation and project support activities
- Comply with all CCL and Client standards, policies, procedures, guidance industry best practices and regulatory requirements.
- Support CCL Management with development and implementation of all HSE programs and initiatives
- Support the ongoing review and enhancement of contractor management procedures, in line with dynamic project needs and regulatory updates.
- Maintain current industry and client training certifications as required to fulfill HSE Specialist roles and responsibilities.
- Participate in any required training and competency assessments as per CCL Management System requirements.
- Support necessary training to employees and contractor personnel to ensure compliance with company and clients Health, Safety and Environment Management System (HSEMS) requirements.
- Ensure training, experience and competence within HSE Specialist role requirements, including but not limited to incident management, HSE auditing, contractor management, emergency management, HSE risk management.
- Support CCL Management with internal and external meetings as required by CCL Operations and HSE Department
- Support and participate in pre job planning activities and onsite project kick off meetings as requested or required by CCL Operations or HSE Management
- Attend and support job scope change meetings and provide related HSE input and feedback to improve scope change planning.
- Support morning conference calls for Drilling and Completions Operations
- Communicate project specific HSE Execution plans to CCL Operations and HSE Advisors involved in the project scopes when required.
- Support and participate in any pre-project planning hazard or risk assessments and provide HSE input and feedback to improve mitigation plans and controls prior to project kick offs and execution.
- Support ongoing assessment and evaluation of contractors as required by the CCL Contractor Management policies as assigned by the HSE General Manager
- Support recording of any identified HSE deficiencies from inspection, hazard identification and observation documents that require follow up.
- Support HSE Risk Management policies as assigned by the HSE General Manager
- Support development and revision of Job Safety Analysis (JSA) specific to CCL when required.
- Support verification of corrective actions implementation, and ensure closure of assigned corrective actions as required by assigned duties by HSE Manager
- Support contractor prequalification assessment process as assigned by HSE General Manager
- Support the communication of all HSE training requirements to CCL employees and contractors, including verification that hard copies tickets and certifications are immediately available as per client site requirements.Support CCL management with contractor management field assessments to conformance to the contractors, COSL and Client standards, policies, procedures, guidance industry best practices and legislated requirements.
- Communicate directly with contractor HSE teams and leads as needed to communicate CCL QHSEMS requirements, on site observations, collaboration regarding CCL HSE initiatives, contractor HSE performance, etc.
- Collaborate with Operations and Supply Chain Management teams to prequalify, onboard, evaluate contractor in field performance during operations, provide end-of-contract contractor performance reviews.
- Review and validate contractor compliance certificates (e.g., COR, WCB), safety performance records (e.g., TRIF, LTI), HSE management systems, and project experience.
- Use of contractor management safety software such as ISNetworld, Comply Works, etc.
- Support contractor onboarding process. This includes but is not limited to HSE orientation training, verification of safety tickets (e.g., H2S Alive), PPE inspection, and acknowledgment of the Code of Conduct and Company HSE Agreement.
- Conduct ongoing monthly contractor performance reviews and evaluations.
- Perform on-site contractor inspections, behavior observations, and participate in targeted audits for high-risk or non-compliant contractors.
- Support COSL emergency response plan development and implementation when outside of client fixed facilities as required and if necessary to fulfill legislative requirements.
- Support the HSE General Manager with development, implementation and maintenance of HSE Management Systems
- Support development and implementation of client specific HSE documentation requests as assigned by the HSE General Manager and Manager.
- Support HSE General Manager and Manager in development of CCL HSE Training initiatives and strategies as required.
- Support external HSE Auditing if qualified by the governing industry association or partner.
- Support CCL HSE audit preparation activities as assigned by the HSE Manager
- Support CCL audit activities during the duration of the external or internal audit
- Support HSE General Manager with development and implementation of Audit Action Plans
- Support HSE General Manager with HSMS program maintenance as required.
- Experience with Drilling and Completions HSE support with preference to SAGD exposure preferred
- 1-4+ years in HSE support role within O&G Operator or Energy Service industry- One of the following: National Construction Safety Officer (NCSO), Occupational Health & Safety Certificate with equivalent operations experience, OHS Diploma or above
- Experience in supporting Safety Management System development and implementation
- Strong interpersonal and leadership characteristics with ability to collaborate with multiple operations disciplines and organization levels
- Experience and ability to engage and collaborate with external stakeholders (i.e. contractors)
- Ability to assess and interpret statistical analysis, trending
- Ability to lead, coach and mentor internal and external stakeholders (i.e. Internal Field Operations and HSE Team Members, Contractors)
- Ability to meet internal HSE reporting and requirements
- Experience with internal or external auditing of HSE management systems
- Ability to develop and present HSE related content
- Ability to deliver HSE training and presentation in small to large audiences
- Proficiency with MS Office suite
- Valid driver’s license with a clean abstract
