Role Description The Power Enterprise, within the SFPUC, has two separate power programs, Hetch Hetchy Power, San Francisco’s Publicly Owned Utility serving 150 MW of retail load, and CleanPowerSF, San Francisco’s Community Choice Aggregation program, serving 500+ MW of retail load. Power Enterprise serves this load with a combination of owned and purchased resources. SFPUC owns and operates the Hetch Hetchy Water and Power Project, which includes hydro-electric power generation in Moccasin, California; solar arrays throughout San Francisco; and biogas cogeneration facilities, which together produce cost-effective energy with a zero greenhouse gas (GHG-free) emission profiles. Both of these power programs’ supply portfolios exceed State minimum renewable content. Power Enterprise provides its retail customers with distributed energy resource programs. In addition to these retail electricity service offerings, Power Enterprise is responsible for San Francisco street and pedestrian lighting.

Under direction of the Power Enterprise's Asset Manager, this GIS Analyst will be responsible for:

Supporting and managing the Power Enterprise's Geographic Information System content, dashboards, reports, and maps related to electric utility transmission and distribution systems. The position will be expected to intake as-built documents and identify locations of assets and use the Power Enterprise standardized nomenclature to record in internal databases. Identification of assets and locations requires extensive coordination with engineering groups and utility field services to accurately document equipment and conditions. The position will coordinate and input asset info in Maximo, GIS, and SharePoint systems.

The essential duties of this position include, but are not limited to the following:

Manage Geographic Information System content, dashboards, reports, and maps related to electric utility transmission and distribution systems

Assign and track asset and location ID numbers for electrical assets
Working cross-functionally with engineers, field staff, and data analysts to obtain as-built information
Developing and maintaining databases/datasets, incorporating data from various sources and publishing them to ensure continuous support to Operations
Work with the Data and IT teams to develop GIS and data workflow improvements through automation, business process improvements and clear technical documentation
Manage and ensure the asset data is accurate and consistent across all Asset Management databases (Maximo, GIS, and SharePoint)
Develop streamlined dashboards, using Power BI, ESRI Dashboard, Experience Builder, or other dashboarding technologies, to support the Power Enterprise staff’s data and analytics needs
Responding to geospatial data and map requests by performing queries from variety of data sources (databases/datasets)
Related duties as assigned

How To Qualify Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field]. AND

Experience:

One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Familiar with Electric Utility Operations

Familiar with CMMS systems
Familiar with Python and SQL
Proficient in ArcGIS Pro and ArcGIS Online
Familiar with ESRI Utility Network

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

Knowledge of the principles and practices of geographic information systems (GIS) and software

Knowledge of database concepts pertaining to integration of GIS and asset management and document management systems
Knowledge of cartographic methods and procedures
Ability to develop dashboards using dashboarding technologies such as Power BI and ESRI
Ability to communicate clearly, concisely and in a well-organized and effective manner, both orally and in writing
Ability to establish and maintain effective working relationships with departmental staff, representatives of other agencies, and field staff

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

What else should I know? Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.

Certification:

The certification rule for the eligible list resulting from this examination will be Rule of Ten Scores.
