SUMMARY: Under limited supervision, the Lead oversees operations within the Field Operations Department during assigned evening hours and supervises at least two full-time employees. Responsibilities include assigning tasks, providing technical guidance, and offering input on hiring, performance, and discipline. Duties involve the maintenance of water and sewer service connections, pipelines, and appurtenances; inspection and general maintenance of pump stations (mechanical, electrical, plumbing, and instrumentation work); sewer system cleaning; water and sewer asset inspections; valve exercising; utility locates; hydrant flow testing; and water quality flushing. The Lead ensures all work is performed in accordance with BJWSA specifications and applicable state, federal, and regulatory standards, while fostering team performance, safety, and operational efficiency.
Work Schedule
This position is assigned to second shift and requires regular afternoon/evening hours. Occasional weekends, holidays, and emergency response outside regular hours may be required based on operational needs.
Duties include but are not limited to:
- Performs all essential functions of a Specialist IV.
- Provides task level guidance and workforce oversight to include training, instructing, reviewing work, maintaining standards and guidelines through the proper coordination of activities.
- Collaborates directly with the Department Managers to assess departmental needs, strategically allocate personnel, and resolve complex operational and personnel-related issues to ensure efficient workflow and team performance.
- Coordinates and oversees the group’s installation and maintenance of equipment such as pumps, motors, panels, instrumentation, etc., and coordinates with outside contractors for removal, repair and reinstallation of the same.
- Monitors adherence to safety and security policies and recommends changes when needed.
- Initiates, receives, reviews, processes and/or transmits a variety of information and reports regularly: such as lab records, maps, property plats, maintenance work orders, electrical schematics and technical publications or blueprints on water distribution and wastewater collection systems, and timecards.
- Coordinates the transportation of crews, materials, tools and heavy equipment required for each project. Communicates with various departments and crews via telephone, person-to-person, radio, fax, email, etc.
- Receives, investigates, considers and responds to customer complaints and concerns a professional manner.
- Provides information and technical assistance to the public and customers, both internal and external. Customers included all departments within the Authority, as well as external parties including engineers, contractors, vendors and customers.
- When asked, supports the work of other departments throughout BJWSA on their goals and initiative by providing Field Operations related input.
- Monitors inventory of and requisitions for needed equipment and supplies. Provides recommendations for purchases related to operations and maintenance of water distribution and wastewater collections systems.
- Operates related technical equipment to include a backhoe, leveling instruments, ditch witch, dump truck, boring machine, asphalt cutter, tapping machine, electronic pipe locator, mechanics tools, carpenter tools, etc.
- Ensures BJWSA work zone is set up safely and in compliance with SCDOT Standards.
- Is responsible for pressure testing, disinfection, and tapping of pipes. Investigates possible cross-connections and takes appropriate corrective action.
- Is required to serve as part of the hurricane stay-behind team, report to work, or work modified days/hours or schedules in response to adverse weather or other emergencies. Is required to be include within a 24/7 on call rotation for emergency response.

- Requires a high school diploma or GED equivalent.
- Preferred vocational/technical school training in construction management and heavy equipment operation.
- Preferred minimum of five (5) years of experience dealing with water and sewer activities including construction and repair.
- 3 years’ experience showing leadership skills, preferred.
- Must have knowledge of OSHA and other related regulations.
- Must possess ability to communicate, both orally and in writing.
- Requires computer experience in Microsoft Office products with the ability to use software used by BJWSA and possess keyboarding skills.
- Must complete BJWSA sponsored training in work zone safety, trenching and shoring, confined space entry, lockout/tag out, first aid/CPR and bloodborne pathogens or others as required.
- Must possess a Class “A” Commercial Driver’s License (CDL) with tanker endorsement.
- Preferably possesses a Class "A" Water Distribution and Class "A" Wastewater Collection System licenses, or must pass both Class “A” tests within two years of employment.
- Must have a valid Real ID compliant driver’s license.
- Required to obtain a Department of Defense ID (DBIDS) within 6 months of employment.
