The Environment and Regulatory Advisor is responsible for facilitating environmental and regulatory compliance with federal (CER) and provincial (AER & BCER) requirements to demonstrate environmental performance, maintain Harvest Operations Corp. (Harvest) corporate reputation, compliance record and reduce liability. The candidate must have capacity to foster a diligent compliance culture, demonstrated through a mix of formal training, post-secondary education and career experience. These attributes/assets are pivotal in providing subject matter expertise to Harvest stakeholders (both corporate and field staff) on conventional and oils sands environmental, regulatory compliance, as well as active involvement in various operational settings. Common duties performed by the candidate will include asset planning, applicable licensing/permitting, participation in kick-off meetings, field execution to meet annual commitments, as well as environmental protection strategies and monitoring.
- Provide proactive and relevant subject matter expertise to corporate and field‐based groups on regulatory and environmental matters that assists in the fulfillment of directives/guidelines outlined by the Canadian Energy Regulatory (CER), Alberta Energy Regulatory (AER) and BC Energy Regulator (BCER). The candidate must be well versed in operational activities that impact the environment, emission measurement/reduction guidelines (NPRI, FEMP, MSAPR), production measurement methodology, sustainable water management, wildlife impact avoidance and wildlife activity restrictions. Furthermore, the individual will be required to manage contractors responsible for the transportation/disposal of wastes, chemical storage protection, uncontrolled release response and remediation of impacted areas.
- Lead and support various Harvest operations in the preparation of regulatory applications, and ensure environmental aspects of regulatory approvals, permits, licences and surface land dispositions are thoroughly vetted prior to application.
- Provide subject matter expertise in the development and enhancement of environmental mitigation and monitoring programs and execute all Environmental Protection and Enhancement Act (EPEA) plans at Harvest assets (both conventional and oil sand areas) in compliance with all applicable laws and commitments. Activities include but are not limited to:
- Complete understanding of current federal and provincial programs related to the reduction of carbon emissions and associated costs through programs such as TIER (AB) and OBPS (BC).
- Support field‐based teams in compliance assurance and complete all annual reporting within the prescribed timelines set out by provincial and federal regulatory bodies.
- Assist and take ownership of portions of the development of environmental, sustainability and governance reporting (ESG).
- Proactively monitor regulatory updates/changes and subsequently incorporate them into Harvest’s environmental management systems and processes.
- Similarly, keep all field and corporate stakeholders aware of the impacts of all regulatory changes may have on Harvest business units.
- Support the continual improvement of Harvest’s SHE Management System to facilitate operational excellence and compliance with all applicable laws, while providing documentation available for Harvest’s field and corporate staff.
- Develop annual environmental and regulatory budgets while maintaining strict cost control and review through the management of contractors as well as projects directly impacting environmental work conducted by Harvest.
- Excellent communication, organizational and analytical skills is a must.
- The ability to present technical information to various functional groups of the organization, their staff and all other impacted stakeholders, as simply and succinctly as possible.

- Excellent project management skills with ability to manage multiple tasks and competing priorities, with a strong attention to detail and accuracy.
- Extensive computer skills and knowledge for proficiency using Microsoft Office Suite, and many industry‐related programs/portals (such as AbaData, Envirosoft, Wellview, Siteview, OneStop, eSubmissions, Intricate, SDS Binders, etc.).
- University degree or technical diploma in Environmental Science, Resource Management, Environmental Engineering or a related discipline.
- The successful candidate will be a seasoned upstream oil and gas professional, possessing 7-10 years of progressive industry experience. This includes a minimum of 5 years of demonstrated expertise in environmental and regulatory advisory roles for both conventional and unconventional (oil sands) developments across Western Canada.
- Extensive experience interacting with federal or provincial regulator/agencies is a must.
- Widespread knowledge of environmental and regulatory directives, guidelines, standards and industry best practices.
- Experience in the development and implementation of regulatory compliance management systems and delivery of compliance assurance programs.
- Proven track record of maintaining regulatory compliance with timely submissions of required directive deliverables across Alberta and BC.
- Positive, collaborative approach to working within a team.
