OC San is currently looking to fill the role of an Engineering Supervisor (Planning).
Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for engineering planning and design, construction and capital projects management, treatment process and collections system performance, automation system design and maintenance, and wastewater discharge permitting and enforcement; coordinates assigned activities with other divisions, departments, and outside agencies; assists management in determining technical objectives; ensures work quality and adherence to established policies and procedures; performs the most technical and complex tasks relative to assigned areas of responsibility; and performs duties as assigned.
Specifically, this Engineering Supervisor will be responsible for developing, designing, and managing capital projects and assessing and evaluating existing facilities and processes. The Engineering Supervisor will also be responsible for identifying resource needs, reviewing needs with appropriate management staff, and allocating resources accordingly; guiding staff in professional development and encouraging a high degree of teamwork and cooperation with all departments; and participating in the development of policies and procedures.
Duties also include the monitoring of work activities of engineering staff to ensure compliance with established policies and procedures; working closely with the Engineering Manager in implementing staff goals and objectives; implementing strategic initiatives; participating in the selection of staff, providing or coordinating staff training, working with employees to correct performance deficiencies and implementing discipline procedures when necessary.
In addition, this Engineering Supervisor will be responsible for performing the most technically complex tasks of the work unit as necessary; providing technical advice to staff; supervising coordinated activities of staff in providing engineering support to operations and maintenance staff; interfacing with senior management, peers, consultants, contractors as necessary in coordinating asset management related work; overseeing preparation of technical reports for the Board of Directors, senior management and others; managing the selection of outside consultants and contractors; and working with consultants and contractors on project planning, preparation, scheduling and execution of contracts.
This individual will be tasked with presenting to staff, professional groups, governing bodies of other public agencies, and the general public regarding wastewater treatment facilities and management issues; attending and participating in professional group meetings; staying abreast of new trends and innovations in the field of engineering; researching emerging products and enhancements and their applicability to OC San’s needs and performing other related duties as required.
The ideal candidate will have direct professional engineering experience in operations, maintenance, and capital improvement engineering projects. Prior engineering experience in the planning, design, or construction of water/wastewater projects for a local government utility or municipality is highly desired.
The successful individual will have the ability to administer complex, technical engineering programs; supervise, motivate and develop staff, identify problems, analyze information, and develop sound recommendations.
This position involves a high level of independence and decision making within the areas of responsibility and requires excellent written and verbal communication skills, political astuteness, and diplomacy. Experience writing staff reports and making presentations for an elected Board is highly desired.

Hiring Salary Range: $166,192.00 – $183,227.20/year (starting salary will be within this range based upon qualifications)
