Under general supervision, performs a wide variety of skilled duties in the construction, installation, modification, maintenance and repair of electrical systems, machinery, motors, devices, and related facilities used in the collection, transmission and treatment of wastewater/water; at reclamation facilities and cogeneration facilities and performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Utilities Supervisor. No direct supervision of staff is exercised.

CLASS CHARACTERISTICS

The Electrician performs a variety of skilled duties in the construction, installation, modification, maintenance and repair of industrial electrical equipment and devices, such as transformers, motor controls, generators, co-generators, motors and machinery used at Agency facilities. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency, which meet the qualifications for the higher-level class as specified by standards set by M1W.

Essential Functions Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

- Installs conduits, wires, pull boxes, switchboards, controllers and switches required in making additions, extensions or alterations in industrial electrical systems; installs motors, controls, telemetry equipment, transformers, exciters and generators.

- Tests, troubleshoots, locates, repairs and performs preventive maintenance on a variety of industrial electrical systems, components and devices associated with the collection, transmission and treatment of wastewater.

- Repairs and replaces defective parts in motors, generators, storage batteries, power transfer, regulation and phasing equipment, uninterruptible power supplies, switchboards, controllers, conductors, switches and other industrial electrical fixtures in making additions, extensions and modifications in electrical systems; installs, maintains and repairs electromechanical, and electrical components of equipment and machinery, including transformers, exciters, generators, co-generators, and pneumatic and hydraulic devices.

- Performs preventive maintenance and repair of plant, field and shop electrical and electronic systems, components, devices and equipment, including hazardous chlorine feed and leak detection equipment, laboratory equipment, lift stations, motors and electrical-mechanical valves.

- Disconnects electrical sources, uses lockout/tag out procedures and current OSHA requirements; reconnects and operates equipment at panel for maintenance and repair purposes.

- Plans and lays out work from instructions and/or work orders using blueprints, sketches and drawings.

- Works in vaults and other confined spaces utilizing proper safety techniques and equipment in accordance with Cal-OSHA, Agency and departmental safety policies and procedures.

- Schedules and coordinates activities with other sections and divisions.

- Plans and lays out jobs from blueprints, drawings, sketches or verbal instructions; maintains records in the form of blueprints, plans and specifications for industrial electrical, instrumentation, telemetry and other related devices.

- Responds to emergency callouts/situations as necessary.

- Operates vehicles to travel to various Agency facilities and locations.

- Requests parts, tools, materials and supplies.

- May provide technical assistance and advice to other Departmental personnel.

- May be required to work shifts, nights, weekends, holidays, overtime, respond to call backs and/or standby duty.

- Perform related duties and responsibilities as required.


Qualifications

Knowledge of:

- Methods, materials, tools, and testing equipment used in the installation, maintenance, calibration and repair of electrical equipment.

- Electrical theory, work methods, tools, and testing equipment used in the Agency’s wastewater and associated facilities.

- Electrical schematic diagrams and blueprints.

- Applicable Federal, State, and local laws, rules, regulations, and policies related to electrical system maintenance and repair work.

- NEC and NFPA codes and regulations and applying them in the installation of all electrical systems

- Safety practices, procedures, and equipment pertaining to work.

- Record keeping principles and procedures.

- English usage, grammar, spelling, vocabulary, and punctuation.

- Techniques for providing a high level of customer service to public and Agency staff, in person and over the telephone.


Ability To

- Learn to and inspect, detect, and take appropriate action to correct electrical equipment failures and faults.

- Perform a variety of specialized work assignments requiring knowledge of electrical equipment specific to wastewater collection system, pump, and treatment facilities.

- Use the tools and testing equipment required for electrical repair work.

- Read, interpret, and work from sketches, blueprints, schematic diagrams and equipment manuals.

- Learn and apply laws, rules, codes, and regulations relating to electrical maintenance and repair work.

- Maintain equipment records and parts inventories.

- Establish and maintain manual and automated logs, records, reports, charts, filing systems, and tracking systems.

- Understand and follow oral and written instructions.

- Organize own work, set priorities, and meet critical time deadlines.

- Operate modern office equipment including computer equipment and software programs.

- Effectively communicate in person, over the telephone, two-way radio, and in writing.

- Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.

- Establish and maintain effective working relationships with those contacted in the course of the work.

- Pass Agency physical examination, which may include pre-employment assessment of safe work capacity in comparison to the essential job functions for the position.

Education And Experience

Any combination of experience and education/training that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Equivalent to the completion of the twelfth grade supplement by completion of a formal apprenticeship or its equivalent in the electrical field.

Four (4) years of experience in operating, maintaining, installing, and repairing a variety of electrical, systems common to field or heavy industrial process plants; or an equivalent combination of Documented training and experience.

Licenses And Certifications

- Possession of a valid California Motor Vehicle Driver’s license and be insurable with the Agency’s insurance at the standard rate, and continue to meet the established driving standards as a condition of employment for this position.

- Persons employed in this classification are required to participate in Agency provided training to acquire basic First Aid and Cardiopulmonary Resuscitation (CPR) certificates during the initial 12 months of employment.

- Possession of a valid California 40-hour Hazwoper Certificate during the initial 12 months of employment and Obtain a Grade I Electrical/Instrumentation Technologist Certificate issued by the California Water Environment Association within two CWEA test cycles.


Physical Demands:

- Standing & Walking - Standing for extended periods of time and/or walking distances (1 or more miles): 15 minutes up to 5 hours per day.

- Lifting - Ability to safely lift up to 40 pounds overhead and 70 pounds to waist level; both of these requirements include bending at knees to facilitate proper lifting techniques: 1 minute up to 15 minutes per day.

- Climbing - Ability to ascend 10 ft. or more up ladder(s), manhole rungs and stairs: 1 minute up to 30 minutes per day.

- Pulling - The ability to safely pull, hand over hand, up to 60 pounds attached to a rope (retrieval of equipment from manholes & vaults): 1 minute up to 10 minutes per day.

- Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as calibration of instruments, accurate field measuring, repair of instruments, computer keyboard, writing: 1 hour up to 8 hours per day.

- Visual - Acuity for driving long periods; reading literature for long periods; industry warning signs and instruments; reading maps and diagrams, computer screen: 30 minutes up to 8 hours per day.

- MRWPCA regulations in accordance with OSHA regulations require the wearer of any self-contained breathing apparatus to be clean-shaven in order to assure a proper facial seal. Ability to don and carry on back a self-contained breathing apparatus weighing up to 45 pounds for extended periods: 0 up to 2 hours per day.

- Job requires a good deal of the following activities: reaching, stooping, bending, and squatting: 15 minutes up to 2 hours per day.

- Reflexes - Ability to quickly and automatically respond to emergency and safety situations: 1 minute up to 2 hours per day.

- Ability to function in confined spaces and/or hazardous environment: 10 minutes up to 8 hours per day.

Environmental Elements

Plant and field environment; exposure to noise, vibration, dust, grease, smoke, fumes, gases, potentially hazardous chemicals, waste water, high voltage; work on slippery or uneven surfaces; work around and with machinery.
