About This Job

Ei Tech I:

Under supervision of the Electrical Supervisor, assists in installation, maintenance, trouble shooting, and repair of electrical, instrumentation, and SCADA equipment along with related duties required by the department.

Ei Tech Ii:

Under supervision of the Electrical supervisor, the Electrical/Instrumentation Technician II must, where applicable, calibrate, program, maintain, repair, or install the following: conduit, conductors, over-current devices, protective devices, capacitors, power transformers, potential transformers, current transformers and distribution equipment up to 15,000 VAC, motor control centers and motors up to 4160 VAC, Variable Frequency Drives, power and control circuits, stand-by generators and power plant operations, lighting systems, metering and micro-processor recording instruments, controlling apparatus, data logging, display equipment, chemical injection pumps, sensor devices for flow pressure, temperature; pH, Turbidity, and residual valves, Programmable Logic Controllers (PLC), Supervisory Control and Data Acquisition system (SCADA), Remote Transmitting Units (RTU), Field Interface Units (FIU) Wonderware Software for the Human Machine Interface (HMI) for Plant and Field SCADA control and monitoring.

EI TECH I

- Installs or assists in the installation of conduit, wiring systems, transformers, motors, protective devices, switchgear, control devices, recorders, processors, instrumentation and pneumatic equipment, and similar electrical equipment.

- Assists in the maintenance and repair of motors, circuit breakers, wiring, and control systems, instrumentation and pneumatic equipment, and similar electrical equipment.

- Inspects and maintains lighting systems.

- Assists in testing and repairing malfunctions in electrical, instrumentation and SCADA equipment.

- Responds to emergency calls for assistance when available, and accepts standby duty as needed.

- Creates, inputs and closes work orders into Computerized Maintenance Management System (CMMS).

- Adheres to and enforces stated safety policies and procedures, including NFPA 70E standard for electric safety in the workplace.


EI TECH II

- Troubleshoots, repairs, installs, maintains, calibrates and operates:

- Conduit

- Conductors

- Distribution equipment

- Protective relays

- Motors, and motor control centers

- Electro-mechanical apparatus

- Automatic Transfer Switches, (ATS)

- AC Variable Frequency Drives

- DC drives

- Reduced voltage motor starters

- Soft start motor starting equipment

- Programmable Logic Controllers (PLC's)

- Process Instrumentation

- Medium voltage switchgear, VFD's, & RVSS (Soft Start)

- Protection relays & power quality meters

- Uninterrupted Power Supplies (UPS)

- Makes modifications to existing equipment and controls as required.

- Repairs, installs, and maintains electrical equipment and instrumentation at Land Application Facility in Alpine County, wastewater treatment plant, wells, boosters, and sewer lift stations.

- Installs, calibrates, and maintains SCADA equipment including two generations of RTU's (, ACE and Moscad) using laptop PC and software to program RTU's, and FIU's. Develops and programs HMI software for alarms, levels, flows, pressure, speed and control along with other related data for sewer and water stations and the wastewater treatment plant.

- Installs and maintains closed circuit television (CCTV) cameras for process and plant monitoring.

- Recognizes abnormally operating equipment and uses advanced troubleshooting methods and skills to diagnose, analyze, and recommend required repairs.

- Troubleshoots, repairs, installs, maintains, calibrates and operates District power systems, and large standby generators at Luther Pass Pump Station at wastewater treatment plant.

- Tests, adjusts, modifies, and maintains analog, digital, and logic circuitry microprocessor controlled devices, elements and components, such as PLC's, process control equipment, telemetering devices, recorders, sensors and controllers on water and/or wastewater treatment process instruments and devices.

- Installs, programs, and maintains:

- Micro-processor controllers

- Water and wastewater related instruments

- Programmable Logic Controllers (PLC)

- Sensors for measurement variables

- Pneumatic instrumentation equipment including but not limited to signal converters, flow and level measurement, valves, valve controllers, HVAC equipment, etc.

- Performs complex corrective maintenance by inspecting equipment, checking voltage, amperage, tightening and cleaning equipment, and locating potential problems.

- Maintains written records and maintenance manuals.

- Creates, inputs, and closes work orders into Computerized Maintenance Management System (CMMS).

- Provides input to Engineering Department on Capital Improvement projects.

- Prepares purchase requests for parts and materials and contacts vendors for pricing of specialized parts and services.

- Responds to emergency calls for assistance when available and accepts standby duty as needed.

- Adheres to and enforces stated safety policies and procedures, including NFPA 70E standard for electric safety in the workplace.


EDUCATION

- High school graduate or equivalent is required.

- An Associates Degree in electrical technology or closely related field, or an electrical apprenticeship is desired.


Ei Tech i Experience

- Requires two (2) years field experience as an electrician.

- Requires electrical experience with motors, AC/DC single/multiple phase power and control systems.

- Instrumentation experience is desired.


Requires Either:

EI TECH II EXPERIENCE

- Two (2) years field experience following an apprenticeship with the IBEW or equivalent with AAS degree in Electrical/Instrumentation; or

- Four (4) years of field experience as a journeyman electrician.

- Instrumentation experience is required.

EI TECH I

Proficiency Requirements

- Requires CWEA Plant Maintenance I Certification within 18 months of hire.

- Requires knowledge of the theory and practices of electricity.

- Requires knowledge of the tools, equipment, and material, as well as knowledge and understanding of laws, rules, and standards used in electrical work.

- Requires ability to read and interpret electrical plans, circuit diagrams, and control circuits.

- Requires ability to effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks.

- Requires ability to complete written work orders, keep simple records and prepare reports. Requires computer skills to input work orders into Computerized Maintenance Management System.

- Requires ability to understand and follow oral and written instructions.

- Requires ability to establish and maintain cooperative relationships with co-workers and supervisors.

- Ability to work independently after receiving instructions.

- Must have a valid driver's license, acceptable by the State of California, with a driving record which enables insurability.

- Must have current, valid CPR and First Aid certificates or ability to obtain within 2 years of hire date.

EI TECH II

Proficiency Requirements

- Requires CWEA Electrical/Instrumentation Technician Grade II certification.

- Requires knowledge of the theory of electricity.

- Requires knowledge of the practices, tools, equipment, and material used in electrical work.

- Must have knowledge and understanding of the laws, rules, and standards pertaining to electrical work, including NFPA 70E.

- Requires ability to read and interpret electrical plans, circuit diagrams, control circuits, specifications, pneumatic and instrumentation diagrams, equipment manuals and brochures, and manufacturer's data.

- Requires computer skills to modify and troubleshoot SCADA systems and work with Computerized Maintenance Management System (CMMS).

- Requires knowledge of instrumentation and process control.

- Ability to establish and maintain cooperative relationships with co-workers and supervisors.

- Ability to take prompt and decisive action when emergency situations arise.

- Ability to read, understand, and follow written or verbal instructions.

- Requires a valid, current drivers' license, with a driving record which enables insurability.

- Requires certification on the use of motorized manlift equipment.

- Requires knowledge of pneumatics, hydraulics, and mechanical theory.

- Must have current, valid CPR and First Aid certificates or ability to obtain with 24 months of hire.
