About the Role
The Public Works Commission (PWC) is seeking a knowledgeable and safety-focused Electric Utility Construction Supervisor to oversee and coordinate electric utility construction projects. This role is responsible for supervising contractors and internal crews working on capital construction activities across the electrical utility system. Key responsibilities include:
•Supervise and coordinate electric utility crews and contractors on capital construction projects.
•Ensure compliance with construction plans, specifications, safety standards (NESC/OSHA), and PWC procedures.
•Monitor project progress, review timesheets, and prepare detailed progress reports.
•Analyze construction drawings and documents to plan activities and electrical system clearances.
•Address field deviations and ensure all changes are documented and communicated appropriately.
•Manage as-built documentation and ensure accurate records for archiving.
•Coordinate material and equipment deliveries, labor needs, and scheduling.
•Meet with customers and contractors to ensure clear communication and service continuity.
•Participate in the evaluation and improvement of construction materials and methods.
•Provide leadership, training, and performance feedback to assigned personnel.
•Respond to customer concerns professionally and in a timely manner.
•Maintain a safe work environment and enforce safety protocols.
Required Skills & Abilities
•Strong knowledge of electrical utility construction, maintenance, and safety standards.
•Ability to work on and around energized lines and substations (up to 230kV).
•Proficiency in reading and interpreting engineering drawings, blueprints, and technical documents.
•Skilled in using specialized testing devices, computers, and applicable software.
•Strong leadership, planning, and organizational skills.
•Ability to supervise multiple projects and teams simultaneously.
•Effective communication skills, both oral and written.
•Ability to work in varying weather conditions and confined spaces.
•Strong problem-solving and decision-making abilities.
Education & Experience
•Graduation from an accredited four-year college or university with a degree in engineering, drafting, design, or a related field and a minimum of five (5) years of construction field experience with project oversight responsibilities; OR
•Graduation from a two-year accredited college or technical school with a degree/certification in engineering, design, drafting, construction technology, or a related field and a minimum of seven (7) years of progressively responsible experience; OR
•Graduation from high school or possession of a high school equivalency diploma and a minimum of nine (9) years of progressively responsible experience in electrical utility construction and supervision; OR
•An equivalent combination of education, training, and experience as defined above.
Special Requirements
•Must possess and maintain a valid North Carolina Driver’s License.
•Extended hours and on-call availability may be required.
Physical Requirements
•Must be able to perform the essential functions of the position.
•Exposure to indoor/outdoor environments, variable weather, noise, moving vehicles, heavy equipment, electrical current, and working at heights.

As required by the Public Works Commission’s Safety Manual.
