Primary Purpose

Supervise multiple staff mainly located at other locations with field environmental responsibilities supporting all business units and support functions. Responsible for leading the compliance programs associated with federal, state, and local regulations related to SPCC plans, waste management, DOT hazardous materials transportation, drinking water, wastewater, Tier II reporting, and remediation activities. Participation in emergency response activities is required. Assist and advise operations management and staff on environmental compliance issues. Collaborate with other FES Managers to implement efficiencies, consistencies and resource management across the FES department.

Essential Duties and Responsibilities

Manages the field environmental staff to ensure a consistent compliance approach across all operations, establishes individual goals and priorities, and evaluates staff and team performance.

Develops and trains current and new field environmental personnel, providing functional guidance to those managed.
Responsible for all field environmental activities within the assigned operational regions, leading the compliance programs associated with federal, state, and local regulations related to SPCC plans, waste management, DOT hazardous materials transportation, drinking water, wastewater, Tier II reporting, and related due diligence support activities.
Develops and implements processes, procedures, and training programs to ensure that company facilities operate in compliance with all field environmental responsibilities.
Develops annual expense and capital budgets associated with field environmental activities for assigned operational regions, develop expenditures necessary for compliance with new regulatory requirements, and provide monthly forecasts and variance explanations for operational and capital expenses.
Reviews proposed and new regulations, develops comments, and determines potential impacts to operations. Implements new regulations and compliance programs, as necessary.
Provides cost-effective recommendations and alternatives to affected stakeholders regarding compliance issues that affect company operations.
Manages schedules and costs of third-party consultants who provide support services to the Company.
Interacts directly with federal, state, and local officials and industry trade association personnel.
Participates in emergency response activities to address release reporting requirements and to provide remediation recommendations and support in coordination with other departments.


Position Requirements


Education:

Bachelor’s or advanced degree in Engineering, Environmental Studies, or natural science field is required.


Experience/specific knowledge:

A minimum of 10+ years of functional experience in an environmental compliance position is required.
Management, lead, or supervisory experience is preferred.
Must demonstrate an advanced working knowledge of federal and multi-state water and waste regulations.
Experience in compliance with NPDES, SPCC, Tier II, and DOT Hazardous Materials Transportation regulations is required.
Experience in emergency response and follow-up soil and groundwater remediation activities related to releases of petroleum and chemicals.
Must be able to interface effectively with internal and external stakeholders, including regulatory agencies, third parties, contractors, and lawyers.
A high level of technical knowledge is required, including the ability to be innovative and creative while utilizing technical resources to address compliance environmental issues.
Experience developing budgets and managing forecasts to budgets preferred.

Follow and hold subordinates accountable to all internal and external policies, procedures, laws and regulations applicable to Kinder Morgan and the Natural Gas Business Unit.
Develop and track KPIs relevant to team and department, analyze trends and lead efforts to develop and implement programs to improve KPIs.
Demonstrate proficiency in Company computer applications (MS Suite, Maximo/CAM and SpheraCloud Incident Management).
Required to respond to company emergencies during normal office and non-working hours and make necessary agency notifications and provide support as needed.
Other daily, weekly and monthly duties along with special projects, as assigned.
Availability to work extended hours and travel with short notice in emergency situations.
Travel approximately up to 25% with overnight stays.


Certifications, licenses, registrations:

Possess and maintain valid driver's license and be insurable by company's insurance carrier.
