About This Job

The Linden Cogeneration Plant is a 980 MW natural gas combined-cycle cogeneration facility located within the Phillips 66 Refinery in Linden, NJ. In addition to generating electricity, the plant provides process steam to the refinery. The plant is equipped with five GE 7EA gas turbine generators and one GE 7FA gas turbine generator, each exhausting into a Heat Recovery Steam Generator (HRSG). The HRSGs are connected to a common steam header, which supplies steam to three steam turbines and the adjacent refinery.


Opportunity Summary

The Environmental, Healthy, and Safety (EH&S) Manager will be responsible for ensuring compliance with federal and New Jersey state environmental, health, and safety regulations, including OSHA, RCRA, CAA, NPDES, and others, while driving a culture of safety and environmental responsibility. This role involves developing and implementing site-specific EHS programs, managing critical permits such as Title V, POTW, SWPP, and SPCC, and ensuring the plant maintains its OSHA VPP certification. The EH&S Manager will lead the site’s EHS initiatives, collaborating with operations teams to proactively mitigate risks, conduct audits, deliver training, and oversee continuous improvement efforts in environmental and safety performance.

Your scope of responsibility as EH&S Manager will include the following primary functions:

Maintain an in-depth knowledge of existing and proposed federal and New Jersey state regulations, including OSHA, RCRA, CAA, NPDES, TSCA, CWA, DOT, and other relevant environmental, health, and safety regulations.
Develop site-specific EHS programs and plans in accordance with both New Jersey state and federal regulations, including the management of Title V Permits, POTW permits, SWPP, SPCC plans, and compliance documentation.
Plan and implement safety policies and procedures in compliance with local, state, and federal Occupational Safety and Health Administration (OSHA) rules and regulations, ensuring alignment with New Jersey-specific regulatory requirements.
Plan and implement training programs for personnel on worksite safety practices, fire prevention, and correct handling techniques for chemicals, toxins, equipment, and other materials.
Collaborate with Operations Teams to ensure effective implementation of all plant EHS Management Systems, utilizing prescribed scorecard systems for performance evaluation.
Drive EHS compliance through audits, process/equipment reviews, proactive risk elimination, and managing agency inspections and disputes.
Lead the Compliance Assurance program at the site, ensuring adherence to all regulatory requirements and operational safety standards, including Title V compliance.
Ensure completion of continuous emissions monitoring system (CEMS) reporting in accordance with Title V permit requirements, enforceable by applicable environmental regulatory agencies.
Support the plant safety committee and contribute to maintaining an OSHA VPP (Voluntary Protection Program) certified facility.
Perform site audits to identify non-compliance and work with management teams to implement corrective actions.
Conduct thorough incident/accident investigations and develop corrective and preventative action plans in accordance with regulatory requirements.
Demonstrate strong leadership as a member of the site management team, driving EHS initiatives and values across the site.
Maintain EHS expertise to provide technical and regulatory support to Operations teams, with a strong understanding of New Jersey-specific regulations and processes.
Coordinate EHS efforts among external contractors, ensuring compliance with applicable regulations while working on-site.
Compile and submit periodic reports to headquarters, detailing EHS performance, regulatory compliance, and audit results.
Support site security and emergency response needs and act as a liaison to the Local Emergency Planning Committee.
Serve as a liaison to the community and local industrial groups as needed, fostering positive relationships and ensuring transparency in EHS practices.
Completes other reasonable tasks and assignments as needed.

NAES Safe

Effectiveness in carrying out this responsibility is part of the evaluation of each Supervisor’s performance. This includes, but is not limited to, the following functions:

Conduct and support regular safety meetings (at least monthly).

Address safety in all group meetings.
Conduct inspections and observations by establishing a regular inspection process for the work area and a safety observation process for ongoing work.
Lead these activities in accordance with any rules, requirements, or guidance established within your business unit, group, or division.
Involve all NAES teammates in these activities.
Analyze results, write work orders, and provide training and education to eliminate hazards, address at-risk behavior, and meet company regulatory requirements.
Conduct safety observation tours of high-risk activities (e.g., confined space) to verify that employees are following safe practices, company procedures, and OSHA regulations.
Hold one-on-one sessions with direct reports to discuss safety issues, communicate expectations, and coach safe behaviors.
Respond to all safety-related incidents, including injuries, incidents, and near misses; write a report explaining what happened, identify the cause, and recommend corrective actions based on established business unit or division practices. Follow up as necessary to ensure corrective actions are taken.

Working Relationships

The EH&S Manager reports to the Fleet EH&S Manager and coordinates work activity with all Plant Management, Plant Engineer, and Plant Administrator. Interfaces with contractor and original equipment manufacturer (OEM) personnel for the necessary support and coordination.

The EH&S Manager maintains a close working relationship with NAES corporate Environmental Support Services groups as well as Client corporate contacts.


Physical Requirements and Working Conditions

Physical requirements include standing for extended periods, climbing stairs and ladders, working from elevated platforms and walkways at varying heights, and routinely lifting up to 50 pounds.

Power plant environment that may involve entering confined spaces, crawling through narrow areas, and handling hazardous materials, with exposure to fumes, extreme temperatures, and noise. Work may include high heat near equipment and varying outdoor weather conditions.

Some duties may require the use of protective equipment, which can include hard hats, safety glasses, and eye protection, air masks/respirators, ear protection, chemical suits, flame-resistant clothing (FRC), hot gloves, high-voltage protective gear, and fall protection. Fit testing for respirators may be required. Strict smoking restrictions apply in and around the facility.


Fitness for Duty

All employees will participate in the Fitness for Duty Program. This program includes a post-offer physical examination and drug screening and post-employment random drug screening.


Work Schedule

The regular work schedule follows a Monday through Friday workweek during standard day shift hours. This position will occasionally necessitate extended working hours and flexible shifts as needed, including weekends and holidays, in response to schedules, workload demands, and plant conditions. Periodic callouts or “On call” status may also be required.

Some travel may be involved to participate in Manager, Owner, User Group, or other offsite meetings.


Compensation

This position offers an annual base salary ranging from $140,000 to $170,000 and includes eligibility for an annual performance bonus.


Job Qualifications

We are seeking an experienced professional with a strong passion for regulatory standards, environmental reporting, and ensuring compliance with local, state, and federal environmental regulations.

Bachelor's degree in environmental compliance, engineering, or a related field, or equivalent technical training. Relevant experience may be considered in lieu of education on a year-for-year basis. Certification as Level 5 HAZWOPER is desired.

At least four years of experience in EHS compliance in a power plant or power-related industry, with demonstrated experience identifying and addressing environmental and safety risks, compliance challenges, and understanding the relationship between environmental impacts and operational functions.
In-depth knowledge of major environmental legislation related to air (CAA), water (NPDES, CWA), hazardous materials (RCRA, TSCA), and waste management, including familiarity with OSHA, DOT, and New Jersey-specific safety statutes and regulations.
Experience managing Title V Permits, POTW permits, SWPP, and SPCC plans, ensuring compliance with federal and state regulations.
Experience with Process Safety Management (PSM), Risk Management Programs (RMP), and Toxic Chemical Release Inventory (TCPA), ensuring safety and regulatory compliance in high-risk environments.
Proficiency with Continuous Emissions Monitoring Systems (CEMS) and Data Acquisition and Handling Systems (DAHS), ensuring compliance with emissions reporting requirements.
Experience with agency inspections and regulatory disputes, with the ability to effectively manage these interactions and ensure compliance with environmental and safety regulations.
Experience maintaining an OSHA VPP certified facility, including adherence to safety standards, training, and regulatory compliance processes.
Skilled in delivering training materials in a clear and easily understood manner to ensure compliance and safety within the plant environment.
Ability to manage multiple tasks in a complex industrial environment, identifying, addressing, and mitigating compliance risks swiftly and efficiently.
Exceptional interpersonal, writing, and analytical skills, with the ability to build consensus among stakeholders and effectively present facts, conclusions, and recommendations in both formal and informal communications to drive EHS compliance.
Proficiency in MS Word, Excel, PowerPoint, and Project for reporting, analysis, and project management.
Must possess a valid and unrestricted driver's license, ensuring it remains in good standing at all times.
