ABOUT THE POSITION: This Director of Legislative and External Affairs is responsible for planning, directing, and implementing 3CE’s governmental and legislative affairs programs and processes, under the direction of the Chief Communications Officer (CCO) and the Chief Executive Officer (CEO) guidance. This position is characterized by its responsibility to act as the primary liaison between 3CE and other governmental agencies and public entities on governmental and legislative affairs issues. This position acts as 3CE’s legislative spokesperson, working as the liaison with community and intergovernmental organizations and interest groups to ensure effective working relationships and cooperation. This Director of Legislative and External Affairs will represent 3CE in CalCCA’s legislative committees, manage outside lobbyist (s), and brief the CEO and as needed.Under the direction of the Chief Communications Officer (CCO), following agency policies and CEO guidance, oversee 3CE’s governmental, legislative, and external affairs programs; function as a liaison between 3CE and state, federal, and local agencies or entities on matters of mutual interest requiring coordination; develop and implement local, regional, state and federal legislative agenda; direct and perform a variety of responsible administrative processes and programs related to governmental and legislative activity. Reporting structure, duties, tasks, and responsibilities may change based on the needs of the agency.ABOUT US!3CE is a Community Choice Aggregation agency established by local communities to source clean and renewable electricity at responsible rates for more than 1.2 million residential, commercial, and agricultural customers throughout Monterey, San Benito, Santa Cruz, San Luis Obispo, and Santa Barbara counties. 3CE is locally controlled and governed by board members who represent the communities served by the agency. 3CE is committed to reducing greenhouse gas emissions through local control of utility-scale renewable electricity generation, investment in new renewable power projects, and the implementation of innovative energy programs that facilitate the electrification of transportation and the built environment. 3CE promotes long-term electric rate stability and energy security while reducing reliance on fossil fuels and stimulating the local economy.
EXAMPLE OF DUTIES
Governmental RelationsDevelop positive relationships with elected officials, governmental agencies, and key stakeholders to advocate for 3CE’s interests and objectives.Legislative AnalysisMonitor local, state, and federal legislative developments that may impact 3CE. Provide timely, well-articulated analysis and recommendations to 3CE leadership on proposed policies and legislation.Advance 3CE Policy Objectives through Stakeholder Engagement Identify and leverage opportunities for collaboration with other governmental entities, advocacy organizations, industry groups, and stakeholders to achieve 3CE’s policy objectives and amplify impact. Facilitate dialogue and coordinate efforts among diverse stakeholders.Issue ManagementRespond promptly to inquiries from elected officials, governmental agencies, and the public regarding 3CE’s policies, programs, and initiatives. Address concerns adeptly and resolve conflicts with tact and diplomacy.Research and AnalysisConduct thorough research on emerging issues, trends, and best practices in governmental affairs. Prepare well-written reports and presentations that distill complex information into actionable insights and recommendations for 3CE leadership.ManagementEffectively lead department staff and contract vendors to ensure timely deliverables and execution of tasks.RepresentationMay represent 3CE community events, business meetings, and public forums to advocate for 3CE’s policy objectives.Other duties as assigned.
SUPPLEMENTAL INFORMATION
3CE RESERVES THE RIGHT TO CLOSE THIS RECRUITMENT AT ANY TIME BASED ON THE NUMBER OF APPLICANTS.This position is subject to approval following the adoption of the annual budget by the Policy Board of Directors. HYBRYID WORK SCHEDULE AS DESIGNATED BY CEO: Current remote workdays are scheduled on Mondays and Thursdays OR Employee may elect to work a 9/80 work schedule with alternating Fridays or Mondays off.BENEFITS: 3CE offers a competitive benefits structure to its full-time employees.RETIREMENT- Employees contribute 10% of their salary on a pre-tax basis towards the PARS retirement system. Employer contributes 10% towards PARS.HEALTH INSURANCE- 3CE pays 90% employer paid coverage for employee plus family coverage. 100% employer paid for single coverage towards medical, dental, and vision. 3CE contributes up to $2400 annually towards flexible spending benefits and $3600.00 towards HRA.HEALTH & WELLNESS- 3CE contributes $1,000 per fiscal year for health, wellness and EV reimbursement. DEFERRED COMPENSATION- 3CE offers 457 deferred compensations. PTO- Accrued by tenure. 160 hours cap.CELL PHONE ALLOWANCE- This position is eligible for a cell phone allowance of $50.00 monthly.
