Reporting to executive leadership, the Director of Finance is responsible for Mustang SUD’s accounting, budgeting, treasury, and financial reporting functions. This role provides leadership to the Finance team, ensuring compliance with accounting standards and regulatory requirements, strategic decision-making, and managing organizational risks and opportunities.
This position plays a critical role in advancing operational efficiency, fiscal accountability, and long-term financial sustainability.
Essential Functions:
•Financial Leadership and Strategy: Develop and implement financial strategies aligned with organizational goals. Provide analysis and recommendations to support executive and board-level decision-making. Lead annual budget planning and forecasting efforts.
•Financial Operations and Reporting: Oversee the general ledger, financial statements, and reporting functions. Ensure timely and accurate preparation of income statements, balance sheets, and cash flow reports. Coordinate audits and ensure compliance with financial regulations and internal controls.
•Treasury and Risk Management: Direct cash flow planning, debt management, and investment activities. Maintain strong banking and vendor relationships. Identify and mitigate financial risks, ensuring compliance with relevant laws and standards.
Managerial Duties and Responsibilities:
•Lead and support a high-performing Finance and Budget team.
•Promote a culture of integrity, respect, safety, and innovation.
•Provide training, coaching, and performance management.
•Ensure departmental compliance with internal SOPs and external regulatory standards.
•Monitor team workloads and schedules for efficiency and productivity.
Education
•Required: Bachelor’s degree in Accounting, Finance, Business Administration, or related field
•Preferred: Master’s degree in related area of study
Experience
•Required: Minimum 5 years in financial management, including supervisory responsibilities
•Preferred: Experience in government or public utility finance
Technical and Professional Skills
•Strong analytical and forecasting skills
•Deep knowledge of GAAP and public sector accounting practices
•Excellent communication and interpersonal skills
•Ability to manage budgets, projects, and team performance
•Familiarity with Microsoft Excel, Crystal Reports, SQL, and financial modeling software
Certifications and Professional Development Requirements:
•Required: Ongoing participation in leadership and financial management training
•Preferred: CGFM (Certified Government Financial Manager) or CPFO (Certified Public Finance Officer)
Work Environment and Physical Requirements
•Office-based role with extended screen time and data entry
•Occasional extended hours during audits and reporting deadlines
•Requires use of standard office equipment
•Must maintain auditory and verbal communication for meetings and reporting
Employment Requirement
•Valid Class "C" Texas Driver’s License (or must obtain within 30 days of hire)
