Position Overview:

Motiva is seeking an experienced Director of Contractors and Procurement supporting project execution strategy development and leading all contracting and procurement efforts within our Major Capital Projects (MCP) group. This role is a critical member of the MCP leadership team, reporting directly to the Vice President of Major Capital Projects, and will directly support a complex, multi-billion-dollar capital investment program. The successful candidate will oversee the MCP groups development of project execution strategies through quantitative and qualitative analysis that identify risks to execution and associated mitigations resulting in robust execution strategy decisions. The role is responsible for all commercial activities in the MCP portfolio including commercial strategy development and execution, as well as governance and compliance of all commercial and supply chain activities related to engineering, procurement, and construction (EPC) for Motiva’s largest and most strategic initiatives. Finally, the successful candidate functions as the gatekeeper (working alongside the VP of Major Projects) in fostering relationship with key project stakeholders and plays a strategic role acting as a sounding board and experienced resource large organization dynamics and anticipates issues and opportunities that lead to “best-in-class” project execution. This role and successful candidate go beyond a traditional project professional. The incumbent should be well versed in the business operations of a large multinational petrochemical and refining company, which will enable the capital project function to integrate seamlessly into overall business and corporate operations, positioning it as a strategic partner in the company’s growth and a key contributor to achieving business objectives.


Responsibilities:

Lead the development and execution of contracting and procurement strategies that align with Motiva’s capital project objectives, ensuring cost, schedule, quality, and risk targets are met.
Design, build, and lead a high-performing Contracts & Procurement team, ensuring resource planning, training, and development to meet evolving portfolio demands.
Partner closely with MCP leadership, Project Directors, Engineering and corporate functions (Business, manufacturing, Procurement & Supply Chain, Legal, Finance, etc.) to commercial strategy execution and be a focal point for functions outside of MCP. .
Serve as functional lead for the long-range planning process for CapEx spending.
Manage the full lifecycle of major contracts (EPC, EPCM, services, and long-lead equipment), including sourcing, negotiation, execution, and contractor performance management.
Assess vendor capabilities to ensure alignment with strategic objectives.
Analyze global macroeconomic trends affecting fabricated and raw materials, specialized fabrication, advanced technical materials, and regional service costs and capacity.
Facilitate decision making for the project function on execution strategies, vendor selection, and commercial approaches.
Develop and maintain strong commercial governance and controls to ensure compliance with Motiva’s internal policies and external regulatory requirements.
Navigate changing policy landscapes regionally and globally to assess impacts and opportunities of tariffs, subsidies, and other drivers to project costs and schedules.
Provide commercial leadership for claims, disputes, and change management throughout the project lifecycle.
Identify and manage supply chain risks, including local content, labor strategy, and logistics.
Drive value through strategic supplier relationships, category management, and total cost of ownership analysis.
Report key procurement metrics, contract status, and risk profiles to executive leadership.


Experience and Qualifications:


Required Education and Experience:

Bachelor’s degree in Engineering, Supply Chain, Business Administration, or a related field.
Minimum of 15 years of progressive experience in contracts, procurement, or supply chain roles.
At least 5 years of leadership experience supporting major capital projects ($1B+).
In-depth knowledge of contracting models and procurement strategies for large-scale industrial projects (e.g., refining, petrochemical, energy, or infrastructure).
Proven experience in navigating complex global trade dynamics associated with changing tariff and trade policies.
Experience working directly with Engineering, Procurement, and Construction Management (EPCM) contractors.
Proven ability to lead multidisciplinary teams and manage high-value supplier relationships.
Strong negotiation skills with experience handling complex commercial agreements.
Demonstrated ability to influence executive stakeholders and drive strategic outcomes.
Excellent analytical, organizational, and communication skills.
Working knowledge of contract law, insurance, and risk management principles relevant to capital projects.


Preferred Education and Experience:

Master’s degree in Business Administration (MBA), Law (JD), or related advanced degree.
Functional experience in manufacturing, supply chain and business functions in large petrochemical, refining, or oil gas.
Familiarity with enterprise systems for procurement and project management.
Experience in developing and implementing supplier diversity or local content strategies.
Certifications such as CPSM (Certified Professional in Supply Management), PMP (Project Management Professional), or equivalent.
