Job Family Summary Purpose
Under the general supervision of the Manager of Load Research & Data Analytics, is responsible for coordinating and supervising the performance of moderate to complex analysis working with cross-functional teams to generate actionable insights through the development of metrics, dashboards and deep dive analytics. The Data Engineer will be responsible for or involved with identifying, designing, building, integrating, and maintaining operational data from several sources. The intent of this job is to enable production of load profiles, differentiation of consumption characteristics, reconstruction of market segment and rate class load contributions to overall system demand, cost allocation for regulatory compliance, forecasting sales and customer growth; to gauge the effects of conservation, renewable generation, pricing policies and technological innovations, and to promote efficiencies by developing programs to automate reporting requirements.
EDUCATION:
Bachelor’s degree or higher in Computer Science, Engineering, Mathematics, Statistics or a related field.

0-3 or more years
Minimum Knowledge, Skills & Abilities
- Experience with process improvement, evaluating client needs and data management sharing practices preferred.
- PowerBI and SQL for accessing and wrangling data experience required.
- Understanding of relational database management systems (RDBMS), data modeling, and data warehousing.
- Assist in the development of data warehousing solutions.
- Using business intelligence tools, create dashboards, visualizations and/or other advanced analytics reports to adequately tell the business narrative and offer recommendations that are practiced, actionable, and have material impact, in addition to being well supported by analytical models and data
- Understanding of and ability to use programming languages for analytics modeling, like R and Python.
- Ability to evaluate new system capabilities to determine a fit within the existing platform
- Ability to push conventional thinking to drive change and innovation
- Develop, test, validate and refine models to optimize customer experiences, revenue generation, operational effectiveness, marketing success and other business outcomes.
- Ability to provide guidance on strategic database architecture and deployment, as well as to lead application migration projects, including optimizing technical reliability and improving database performance.
- Business background with ability to interface with IT technical resources preferred.
- Proficient in the use of several software applications, including spreadsheets, databases, word processing, scheduling and presentation packages. Experience in EPE standard packages preferred (Currently Microsoft Applications).

- Ability to start and finish projects with minimal supervision.
- Ability to effectively manage several tasks at the same time.
- Strong verbal and written communication skills to share insights and recommendations to audiences of varying levels of technical sophistication.

- Monitor Commission open meeting activities for both the PUCT and the NMPRC, Review proper compatibility of new software, hardware, and systems, including replacement equipment to ensure continued integrity of department software.
- Establish, recommend, coordinate, and review technical specifications required for effective system functionality, to include hardware and software.
- Monitor department systems to ensure uptime and performance availability target levels are met.
- Proactively anticipate the need for system enhancements and provide guidance in optimizing technical reliability to improve the system database performance.
- May be called upon to perform data submission activities to internal departments and external entities as required.
- Evaluate gaps in existing data platforms and aid the implementation of modern data platforms.
- Identify, design, and implement internal process improvements: automating manual processes, optimizing data delivery.
- Ensure the effective collection, organization and distribution of data, from a variety of data sources.
- Retrieve, synthesize, and present critical data in a format that is immediately useful to answering specific questions regarding auditing controls.
- Responsible for project workstreams and participate in multidisciplinary analytics project teams. Interview subject matter experts, plan and conduct individual interviews with experts to gain valid information and data needed for analysis and process improvement.
- Collaborate with business leaders to identify, track, and share key metrics
- Manage the mining of various large data sets for actionable insights and trends through the development of metrics, dashboards, and deep dive analysis.
- Locate new data sources, analyze statistics, and implement quality procedures. Find new uses for existing data sources.
- Leverage tools like R, Power BI, Python, and SQL to conduct statistical modeling.
- Identify gaps and process improvement opportunities and present solutions to standardize, partnering with IT to design and implement solutions.
- Craft and construct visually engaging, creative, and easy-to-use data delivery solutions including dashboards, scorecards, infographics, and reports that enable users to be more productive and better informed
- Assists with special projects as required.
- Lead in the development of programming code to automate internal and external reporting requirements.
- Assist in review and audits to ensure accurate data, reports, schedules and presentations.
- Troubleshoot data quality issues – Identifying root cause, system & documentation, and communication of resolution.
- Acts as a liaison between Department and Information Technology.
- Valid driver’s license and be in compliance with the Company’s Driving Program policy.
- Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
- Perform other related tasks that are not included but are within the context of the duties defined.
