Work Schedule and Other Information

Generally, working hours are 8 am to 5 pm, Monday through Friday, although some flexibility is possible. During the first 6 months of employment, this position will be required to work in office, at 1434 Air Rail Ave, Virginia Beach, VA 23455. After 6 months of successful performance, part or full-time remote work options will be considered.

Brief Description

Under broad guidance, the Contract Specialist is responsible for performing a wide variety of professional, technical, and administrative work in support of the Engineering Department and other HRSD departments related to professional services agreements, construction contracts and other procurement related matters

a. Education

Required: Bachelor’s degree in business, accounting or related field

b. Experience

1. Required

a) Excellent computer skills using MS Office (Word, Excel, PowerPoint, Outlook, Access) and Adobe Professional applications.

b) Four years of progressively responsible experience in accounting, financial or procurement sectors.

2. Desired: Knowledge and experience of contract preparation including financial, technical and legal understanding.

c. Job-specific Technical Competencies

1. Required

a) Demonstrated ability to understand the CIP and the operational structure and practices of HRSD.

b) Effective skill in written and oral communications.

c) Strong administrative and clerical skills.

d) Significant experience using MS Office (Word, Excel, PowerPoint, Outlook, Access) and Adobe Professional applications.

e) Effectively utilize HRSD specific software applications as necessary.

f) Ability to develop highly effective working relationships with all HRSD employees.

g) Ability to maintain composure in face of conflict.

d. Special Licenses

Required: Valid driver’s license from state of residence
