Job Summary
Incumbents in this position are responsible for supervising a crew of personnel in the repair and maintenance of the water and wastewater system. This position may also serve as the operations construction observer on projects being performed by outside agencies. This position is assigned to pay grade G15.
Essential Job Functions
•Develops plans and programming, formulates budgetary data, assigns job duties, conducts employee evaluations, prepares contractual obligations, develops safety educational curriculum, and reports parameters as they relate to the overall programming of the office.
•Conducts regular safety meetings.
•Coordinates and assigns the work of repair crews.
•Instructs work crews in the repair and maintenance of underground utilities.
•Installs water and sewer mains.
•Installs water and sewer service.
•Serves as a first responder to determine requirements of customer concerns, mark water and sewer lines for crews, completes paperwork, and Maximo.
•Maintains and repairs hydrants.
•Operates heavy equipment and trucks.
•Monitors compliance with safety rules and standards.
•Operates heavy equipment and trucks.
•Coordinates the work of field personnel during disaster situations.
•Coordinates with external agencies, such as NCDOT and City of Wilmington, for project observation, and adequate installation.
•Exercises a purchasing authority up to $1,000 without approval from supervisor.
•Oversees equipment repair and maintenance.
•This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values.
•This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals.
•This position is responsible for creating a culture of belonging and inclusion.
•This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training.
•This position is responsible for ensuring compliance with all CFPUA policies and procedures.
•This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law.
•Assist with the preparation of budget requests, future needs listed in the budget process and maintenance requests for assigned equipment.
•Performs other related job duties as assigned.

Education, Experience, and Other Requirements
•High school diploma or GED.
•Possession of a valid North Carolina driver's license is required. Possession of a valid North Carolina CDL Class A is preferred. Must obtain a valid NC CDL Class A within 6 months of date of hire.
•Five (5) years of construction work experience or any related work experience.
•Respirator, Trenching and Shoring, confined space, and traffic control certifications or ability to obtain within 1 year of hire date is required.
•Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate.
•This position will be placed on an On-Call rotation that requires a response within 30 minutes of notification.
