Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.
The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
Under the general direction of the Deputy Director of Planning and Engineering, the Civil Engineering Lead oversees the tasks associated with civil design criteria development, special technical studies, final design and construction support, preliminary engineering support, and procurement engineering support. The Civil Engineering Lead coordinates with Structural, Seismic and Tunneling leads and Technical Advisory Panel (TAP) to update the design related chapters for the future procurement reference. The Civil Engineering Lead provides technical support to the Project Construction Management Team (PCM) for management of the final design and construction packages. The incumbent works in the Planning and Engineering Office.
•Oversees and contributes to Civil Design Criteria development for Civil related subjects such as drainage, grading, utilizes, etc
•Provides support into planning, permitting, environmental and ROW investigations
•Coordinate with TAP members, the Authority engineers, and technical chapter Authors to facilitate the TAP quarterly meetings
•Manage, and monitor progress and schedule of technical chapters of criteria development
•Support and supervises special studies:
•Assesses the studies to support design criteria development, Technical Advisory Panel (TAP), third party agreements, and others as necessary
•Assist in the development of scope, delivery schedule and cost estimates
•Monitors progress and schedule of deliverables
•Manages and supervises the civil team to support construction contract packages:
•Coordinate with PCM and System Assurance team to ensure the required design and review procedures, V&V process, and system interfaced requirements specified in GP and PCM manual are followed
•Supervise the team to perform the Due Diligent Review for civil technical contract submittals
•Assists in review of Requests for Information (RFIs), Design Variance Requests (DVRs), received from PCM for preparation of the responses
•Coordinate with technical teams to develop the Directive Memo for issuing to PCM and Design Builder
•Provide updates of design requirements and technical documents to support the preliminary designs for obtaining approval of environmental clearance application
•Performs review of the preliminary design submittals
•Attend the technical discussion meetings

Basic Job Requirements
•Accredited four (4) year degree in civil engineering or global equivalent in engineering field of study and twenty (20) years of work-related experience; a recognized professional certification or registration in the applicable field, if required
•5 years of high-speed rail experience
•California registered Professional Engineer
Other Job Requirements
•Ability to apply engineering judgment in design of high-speed rail projects
•Knowledgeable in utility relocation, California State Contracting Manual, Caltrans Chapter 13 Utility Relocation Manual, Federal Statutes, California State Statues
•Ability to use experience to evaluate engineering solutions for the major transportation projects from planning, preliminary, final design and through the construction phases
Preferred Qualifications
•Strong project and construction management background.
•Proficiency and knowledge of computer software applications such as Microsoft Excel, Microsoft Word and Visio.
•Familiar with transportation projects and disciplines.
•Knowledge of and ability to apply engineering judgment in areas of design and construction engineering on transportation projects.
•Good communication skills.
•Working relationships with management, consultants, private sector contractors, subcontractors and suppliers, and their associations.
Salary Range
160,000 to 302,000
Market Rate
The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
