Monitor, evaluate and manage compliance with the Comprehensive Agreement (“CA”) contract between Developer and LADOTD (“Client”), Design-Build Contract, Independent Quality Contract, any legal or regulatory requirements, and any approved policies, procedures and plans. CBP point of contact for external parties related to Design-Build technical or design related topics. Track, evaluate, and report on the Contractor’s performance according to design-build contract requirements, including schedule, budget, and other performance indicators. Review/analyze information provided by the Contractor and prepare a variety of design/construction related correspondence, presentations and reports to CBP leadership, the Client, and the Lenders. Anticipate, mitigate and/or resolve design & construction related environmental and ROW issues with relevant parties, including coordination with CBP ROW Manager. Coordinate and liaise with other departments and project stakeholders related to Design-Build topics. Assist negotiating change orders or other contract modifications on CBP behalf.
Member of the Management Team
Work with the management team to develop a strategy and process to properly execute the P3 Agreement requirements, to have a quality project delivered on time and to manage the short- and long-term risks of CBP. Review and analyze reports provided by Design-Build Contractor and/or their designers, subcontractors and suppliers and prepare a variety of correspondence, presentation and reports to the Management Team, the Client, the Board, and the Lenders. Provide input to the Project Risk Register and update as appropriate; ensure proper mitigation and monitoring of the project risks; Provide input into monthly reports and presentations to the Board, covering key technical issues and provide timely and accurate related commercial information and reports to the management team and shareholders in agreed format(s); Undertake other similar or related duties as determined by CBP CEO and/or CBP Board.
Job Description
- Monitor, evaluate and manage the Contractor’s compliance with the Design-Build Contract, Technical Requirements, the QA/QC Plan, and any legal or regulatory requirements and approved policies, procedures and plans.
- Structure and lead the review process of the deliverables received from the Contractor, in particular the design packages
- Monitor construction progress against the schedule to ensure Project delivery on time. Review and cross the schedules provided by the Contractor and the Tolling provider, manage the interface between both.
- In coordination with the Design-Builder’s QAM, review the audit plans submitted by CBP and the Contractor
- Coordinate with the Design-Builder’s QAM the survey and quality control of the works performed by the Contractor
- Arrange/participate regular meetings with the Client and the Design-Build Contractor to review construction progress, construction issues and QA/QC performance.
- Identify and report issues with a potential impact to cost, schedule, and/or O&M or lifecycle impact early and take the lead to find mutually acceptable solutions on a timely basis;
- Ability to understand Design-Builder’s concerns (both technical as well as commercial) and represent accurately to Developer and/or Client as well as vice versa with Design-Builder and/or Client concerns
- Ensure compliance with the construction related performance requirements and monitor construction related noncompliance points and instances;
- Serves as a liaison with Client and stakeholders on matters related to Design-Build & Quality topics.
- In coordination with the COO and O&M Manger participate in CA required plans and documentation needed to achieve the CA milestones
- Keep CEO and CBP staff aware of technical issues which could have an impact on the project construction or maintenance cost, quality or schedule
- Work closely with CEO and COO in managing relationships with Client and project stakeholders
- Ensure compliance with all legislative and regulatory requirements related to Design-Build topics.
- Identify, monitor and manage risks and report results
- Participate and represent CBP at project meetings with the Client, third party agencies, and other organizations of the project team
- Manage the Lender’s Technical Advisor (LTA) in meetings and site visits to discuss project status and progress and issues
- Liaise with insurance advisers of Project Company to seek to ensure compliance by Project Company with its obligations under the Project and Finance Documents
- Assist CBP document control of maintaining all Project files containing all documentation relevant to Design-Build contractor requirements
- Provide technical support for the COO where necessary
- Other ad-hoc mission to be performed in the day-to-day activities of the Company
- Minimum 20 years of experience in design and construction management field
- Experience on large, complex infrastructure projects and contract administration
- Engineering undergraduate degree or similar.
- Experience in performance-based contracting, design-build, or P3 contracting
- Desirable:
- PFI/PPP knowledge/experience;
- Safety & Environmental management capability/knowledge
- Experience/knowledge of commercial/legal matters involved with Design-Build contracting
- Strong client management focus;
- Ability to build relationships internally and externally, with multiple and diverse counterparties, communicating confidently with colleagues, and business partners and project stakeholders,
- Strong problem-solving ability with the right portion of assertiveness;
- Technical expertise and understanding of construction cost, schedule, quality and impacts to long-term maintenance;
- Strong communication and interpersonal skills – credible in dealing with Owner, contractor, and consultants;
- Ability to work under pressure and to deadlines;
- Computer literate, MS Office and SharePoint skills;
- Fluent in English.
