We are currently seeking a Chief Revenue Officer (CRO) to join our executive team and spearhead revenue growth across all verticals. This is a key strategic role responsible for aligning sales, marketing, estimating, and business development functions to drive sustainable, scalable revenue. Job Description:
The Chief Revenue Estimator is a strategic leader responsible for overseeing the development of precise, competitive cost estimates for civil infrastructure projects including roads, bridges, highways, and water systems. This role ensures the accuracy, quality, and consistency of all estimates while aligning with company growth goals and project objectives. Working closely with executive leadership and cross-functional teams, the Chief Revenue Estimator drives bid strategies, refines preconstruction processes, and leads the estimating team to deliver winning proposals that fuel Urban Infraconstruction’s continued expansion.
Responsibilities:
•Develop and execute revenue growth strategies aligned with heavy civil construction market dynamics.
•Align and oversee estimating, sales, marketing, and business development to ensure unified pursuit of profitable work.
•Identify and pursue new public and private sector clients, infrastructure markets, and strategic partnerships.
•Lead the development of bid strategies, ensuring proposals are competitive, compliant, and aligned with company capacity.
•Collaborate with finance, operations, and preconstruction to support scalable, sustainable growth on complex infrastructure projects.
•Oversee pricing models, including labor, equipment, materials, and risk contingencies, to ensure profitability.
•Direct high-level contract negotiations in collaboration with legal and executive leadership.
•Establish and monitor KPIs for estimating accuracy, bid-hit ratio, backlog growth, and revenue targets.
•Analyze trends in DOT, municipal, and federal infrastructure funding to guide long-term market strategy.
•Serve as a key executive leader reporting directly to the CEO, influencing company-wide strategy and decision-making.
Additional Requirements:
•Ensure estimating teams incorporate accurate take-offs, constructability reviews, and phasing plans tailored to civil scopes (e.g., earthwork, utilities, structures, paving).
•Standardize and improve use of industry-specific software (e.g., HCSS, Agtek, Bluebeam, HeavyBid) for estimating and quantity tracking.
•Coordinate with field operations to incorporate lessons learned and cost histories into future estimates.
•Conduct bid reviews with joint venture and subcontractor partners to evaluate scopes, gaps, and risk sharing.
•Evaluate design-build and alternative delivery opportunities to diversify revenue streams and reduce bid competition.
•Participate in project pursuit meetings and community outreach as required for public project procurement.
•Mentor and develop junior estimators and business development staff to build a strong succession pipeline.
•Lead post-bid debriefs and analyze wins/losses to refine strategy and maintain a high bid-hit ratio.
•Ensure compliance with environmental, safety, and regulatory considerations in bid preparation and project execution plans.
•Represent the company at industry forums, trade associations (e.g., AGC, NUCA), and pre-bid meetings to strengthen visibility and influence.
Qualifications:
•Bachelor’s degree in construction management, civil engineering, or a related field required.
•Minimum 10 years of estimating experience in civil infrastructure construction.
•Proven leadership experience managing estimating teams and large-scale bids.
•Strong knowledge of industry-standard estimating software and tools.
•Deep understanding of cost analysis, subcontractor evaluation, and risk assessment.
•Excellent communication skills with the ability to collaborate across departments.
•Demonstrated success in developing competitive bid strategies and winning complex projects.
•Strong analytical and organizational skills with attention to detail.
•Ability to manage multiple deadlines in a fast-paced, team-oriented environment.
Requirements:
•Professional certifications (e.g., Certified Professional Estimator (CPE), PMP, CFA or CPA)
•Familiarity with construction estimating software (e.g., Sage Estimating, Blue Beam,ProEst,HCSS)
•Experience working in cross-functional teams and client-facing environments
•Must have a valid Driver’s License
