- Conducts business system analysis by: researching, defining and developing new or modified large major complex or
enterprise wide business system proposals with other business systems planning partners and other vendors and client
management staff; defining business system requirements, purpose, scope and integration requirements for proposed
systems; planning and developing high level conceptual and business process design and/or business system alternatives;
gathering and analyzing data on inputs, outputs and desired functions; preparing reports and recommendations on the
technical, operational and economic advisability of business systems proposals and solutions; developing cost estimates
and detailed business cases for projects, feasibility studies and/or pilots; developing evaluation criteria for software
products; investigating and documenting functional and technical gaps between business requirements and packaged
software solutions; preparing design specifications for the development of business systems solutions.
- Prepares, presents and promotes formal business system proposals or further studies/pilots for new large major complex
business systems to clients typically at the senior management level including guiding them to adopt the most appropriate
technical course of action; acts as project manager for business/application components; manages, monitors and controls
business system proposal projects, progress and related costs.
- Researches and conducts in-depth feasibility and other studies and pilots to determine the impact of emerging Information
Technology/Information Services (IT/IS), products and/or methods, and practical application experience for client related
projects; develops strategic and tactical plans, approaches and methods to outline and plan IT/IS and business process/
practice change; reviews, evaluates and comments on external consultant findings and conclusions.
- Facilitates, leads and/or chairs committee and working group meetings; assists groups to establish objectives, prepare
business case and cost/benefit analyses, and to expedite projects; prepares and distributes communications updates and
other information on project/IT status.
- Liaises and works with System Development Consulting staff on the technical design and implementation phases of
Integrated Packages (IP) to provide input and assistance regarding the functional operation of IP's, package usage,
performance planning, monitoring and tuning, data conversions, interfaces, modifications and to ensure development
project design work proceeds consistent with client's expectations; manages, monitors and controls specific portions of
projects and performs an overall oversight function for approved large major complex or enterprise wide projects.
- Participates with user departments in the implementation phase of approved recommendations by: obtaining project
reviews and approvals; assisting to define screen displays and other media; developing procedures and user instruction
manuals/on line guides and help screens; training and advising employees in implementing new systems, procedures and
routines; developing conversion procedures to clean up and reconcile existing records and files.
- Conducts post implementation reviews to determine if the original business goals, intent, process changes and
improvements were achieved; follows up with technical systems staff to ensure performance and tuning enhancements are
implemented to achieve planned targets; maintains an awareness of business/application trends.
- Develops Business System Consulting procedures, methods, analytical processes and selection of tools, presentation
techniques, standards for developing and presenting proposals to clients; participates with management in developing
department annual plan, sales/presentation targets, training and development plans for department staff.
- Participates in special and other studies and projects as required that do not affect the value of the job.
- Supervisory skills, system analysis, business modelling, business process analysis, project management, best practices,
information system design, documentation standards and requirements, personal computer and related application program
operation and functioning are typically acquired through graduation from a Bachelor of Science (Computer Science and
Business Analysis majors) university degree or equivalent plus completion of Business Systems Analysis courses or
equivalent and the BC Hydro suite of Common Desktop applications, MS Office, MS Project, internet browsers and email
systems.
- A minimum of 3 years experience as a Business Systems Consultant 2 or equivalent with a demonstrated knowledge of in
depth systems analysis, integrated software package functionality and upgrades, detailed systems/specifications
development, and project management of large complex business and enterprise wide analysis projects is required.

Management, Analysis and Process Improvement (IMAPI) Manager. IMAPI provides direction and expertise for managing
Properties’ information assets and manages the Properties Information Management System (PIMS).
- This role requires occasional weekend and evening work during implementation periods.
