About the Position

The Broadband Services Supervisor is responsible for the efficient and stable operation of the District’s Broadband resources and facilities. This includes effectively managing the design and implementation of solutions aligning with the District’s Strategic Plan while conforming to industry standards and regulations.

This position is non-remote with a salary midpoint of $137,058. It will be open until filled, first candidate review will be July 13, 2025.


Essential Duties and Responsibilities

Essential Duties and Responsibilitiesinclude the following. Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.


Provide overall supervision and work assignments for Broadband Department field crews.

Perform tasks assigned by the Broadband Manager to help the Broadband Department meet District goals and expectations.
Design and/or review third party designs of fiber optic plant, including but not limited to, fiber-to-the-home distribution electronics architecture to ensure the District’s plant needs are being cost-effectively achieved utilizing industry-approved methods.
Oversee the plant management of both dark fiber and open access plant infrastructure, utilizing a combination of ADSS and strand-and-lash fiber placement.
Partner with District Engineering Department and other internal personnel to ensure the fiber’s SCADA system and other protections and controls are maintained.
Understand, develop and maintain controls and processes in alignment with NERC Critical Infrastructure Protection (CIP) regulatory guidance.
Provide mentoring, support, training and guidance for direct reports while maintaining a cohesive team that works well together with other departments.
Coordinate, clarify, schedule, and direct any maintenance and/or repair work to be performed by contractors and District employees.
Responsible for management and renewal of dark fiber leases; including outage protocols with dark fiber leased to Bonneville Power Administration.
Responsible for collection, reporting and organization of plant data and records; functionally supports GIS and contract partners both existing and planned infrastructure data.
Support Broadband Service Coordinator in responding to inquiries and soliciting feedback from internal and external customers regarding fiber and broadband services.
Develop and maintain relationships with retail service providers and other contractors.
Coordinate and direct restoration activities during outages. Oversees the timely response to fiber optic plant repair and replacement when notified and/or becoming aware of such issues.
Conduct field investigations of the District’s fiber optic system facilities inspecting or overhead and underground deficiencies and improvements.
Responsible for completing all applicable departmental permits, easements, and franchises, and retaining proper documentation.
Verify engineering contractor plans and estimates are consistent with District standards including, but not limited to, environmental/cultural/make-ready, construction, and quality control/assurances.
Coordinate closely with purchasing and warehouse personnel to order, receive and manage inventory of open access and dark fiber materials. Educate/train personnel on fiber materials, as needed.
Responsible for grant-funded material tracking and reconciliation for project milestone and close-out reports and reimbursement requests..
Remain current and knowledgeable on broadband system construction practices, safety rules, standards, tools, and equipment; make recommendations for change/modification as appropriate.

Supervisory Responsibilities:

This position directly supervises up to 6 employees in the Broadband Department. This position is responsible for the overall direction, coordination, and evaluation of the department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Responsibilities include interviewing, hiring, training, and developing employees; planning, assigning, and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.


Education and/or Experience:

Bachelor's degree from four-year college or university with a degree in engineering or equivalent; and combination of 4 years of experience or equivalent in Broadband/Fiber. Minimum of 2 years demonstrated experience designing a fiber-to-the-home distribution network. Minimum of 2 years demonstrated experience reviewing third party designs to ensure designs meet code and preferred District practices. Strong project management experience preferred.


Certificates, Licenses, or Registrations:

Must have a valid Driver’s license. Fiber optics installation or design certification preferred.


Computer Skills:

To perform this job successfully, an individual must be proficient in MS Outlook, Excel, and Word as well as major District Enterprise programs. In addition, operate standard office equipment to include fax, copy machine, scanner and multi-phone telephones.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this Job, the employee is frequently required to walk, climb stairs, bend, reach, use hands to finger, handle, or feel, and sit for extended periods of time. Occasionally required to lift and carry up to 25 pounds. Required to speak clearly and hear well when communicating over the telephone and in person.


Work Environment:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is regularly exposed to indoor and outdoor environments. Outdoor settings include all types of property and site conditions including open spaces, timberlands, urban developments, flat and hilly terrain, building construction sites, and road rights-of-way. Indoor settings include residential, commercial, and industrial sites that can involve cramped spaces, moving machinery, etc. May be exposed to rough terrain in various weather conditions. The noise level in the work environment is moderate to loud.

This position may require work hours in excess of 40 hours per week. Responds to after-hours phone calls or callouts, including day, night, and weekend.
