Formed in 2016, Silicon Valley Clean Energy (SVCE) is a public Community Choice Energy service provider serving approximately 270,000 residential and commercial customer accounts in thirteen Santa Clara County communities. # About the role


# Summary Description

Under general direction of the Director of Regulatory, Policy and Planning, the Associate Forecasting and Planning Analyst/ Forecasting and Planning Analyst (“Analyst”), supports efforts related to load forecasting, power portfolio planning, and long-term strategic planning efforts. The Analyst will work across SVCE’s teams to develop and implement solutions in support of SVCE’s greenhouse gas reduction goals.


Supervision Received and Exercised

This position reports directly to the Director of Regulatory, Policy and Planning. Management of consultants and contractors is expected. This position has no direct reports. If hired at the Analyst level, it may supervise temporary and/or internship positions.


# Essential Functions

Applicants at the Analyst level will be considered if they have prior experience leading forecasting and analytical projects in the power sector independently.

Applicants at the Associate Analyst level should have professional and/or educational experience in completing analysis related to forecasting and/or electricity planning. Associate analysts will be expected to support development of forecasts and planning deliverables with on-going support from management and senior planners.

- Provide lead analytical support to the agency to support long-term planning efforts.

- Develop and manage models and tools to forecast resource needs, complete asset valuations and assess potential impact of policy proposals to SVCE’s portfolio and customers.

- Ability to develop and model relevant planning scenarios for the organization based on industry and policy trends.

- Support development of SVCE’s internal load forecast, including customer adoption of load modifiers such as DERs and EVs.

- Support development of SVCE’s Integrated Resource Plan, including both portfolio modeling and contributions to final plan narrative.

- Assist in the development of technology, policy, and economic analysis to support the planning, design, development, and evaluation of programs to support decarbonization and grid integration across SVCE service territory.

- Support legislative and regulatory efforts by providing subject matter expertise and/or policy analysis.

- Support the development and implementation of SVCE’s overarching decarbonization roadmap.

- Monitor and evaluate long-term market and policy outlooks, including emerging technologies.

- Write staff reports and presentations for Board and Committee meetings.

- Perform related duties and responsibilities as required.


Knowledge, Skills, and Abilities


Knowledge and Skills

- Experience in running capacity expansion and/or production cost models.

- Experience in developing electric load forecasts.

- Familiarity with valuation of distributed energy resources, programs and/or front of the meter resources.

- Understanding of regulatory and legislative activities relating to resource planning, decarbonization, distributed energy resources and/or demand response.

- Familiarity with policies and procedures at the CPUC, CEC, CARB and the California ISO related to wholesale energy market, compliance related programs and products and greenhouse gas emissions and power content reporting.

- Understanding of wholesale and retail power markets and resource planning.


Abilities

- Proficiency in Microsoft Office Suite.

- Superior project management skills, including managing multiple priorities.

- Superior people management experience and skills.

- Self-directed and comfortable operating in a dynamic, fast-paced start-up environment.

- Ability to synthesize complex analytics into concise presentations and written materials.

- Ability to work independently or in a team, as needed.

# Qualifications


Education

A Bachelor’s Degree from an accredited university or college in:

- Science

- Technology

- Engineering

- Mathematics

- Economics

- Public policy

- Environmental science

- Or a related field.

A Master’s Degree in the aforementioned fields can substitute for up to one (1) year of the required experience.

A Doctoral Degree in the aforementioned fields can substitute for up to three (3) years of the required experience.


Experience


Associate Level:

One (1) to four (4) years of experience as electricity forecasting or planning as an analyst ideally at an electric utility, regulatory agency, cleantech company, or similar organization.


Analyst / Planner Level:

Five (5) to ten (10) years, depending on level, of progressively responsible experience as electricity forecasting or planning analyst at an electric utility, regulatory agency, cleantech company, or similar organization.

Environment:

Work is performed in a typical office setting with exposure to computer screens and at public events (fairs, meeting rooms, farmers’ markets, etc.) with moderate noise and will require some evening and weekend work. Location:

This position is hybrid flexible to Sunnyvale, CA. Onsite requirements are dependent on company and team needs.


Physical:

While performing the duties of this class, employees are regularly required to sit, walk, and stand; talk or hear, in person and by telephone; reach with hands and arms. Employees are occasionally required to walk, and stand for prolonged periods; stoop, bend, kneel and twist; and may lift up to twenty pounds.
