Summary:

Reports to the Director of Technical Operations and works with field operating personnel on a daily basis to provide technical expertise and assistance to

Area Directors, Operations Managers, Engineers, Technicians, and other operating personnel as required to assure the safe and reliable operation of pipeline facilities, damage prevention, public awareness, and pipeline integrity programs. The candidate is regarded as maintaining a high level of

technical expertise in his/her discipline and is considered a ready resource of information by peers across the Company.


Essential Duties and Responsibilities:

- Damage Prevention and Public Awareness: Work with area management and Houston Public Awareness manager to coordinate, administer and document contractor, utility, one-calls as well as landowner and other public awareness communications.

- High Consequence Area (HCA): Review and validate proposed HCA changes.

- Class Location Process:

- - Interaction with Area personnel and Division/Houston GIS to determine the existence of sites or population density that may trigger the extent of existing or creation of a new class location.

- Review and validate proposed class location changes.

- Encroachment Analysis and Remediation: Lead role in addressing proposed encroachment activities by outside parties including landowner actions, road and highway projects, municipal and utility projects, developer, residential projects, etc. Responsibilities will include:

- - Direct interface beyond the initial contact to present clear and consistent company requirements.

- To enforce company requirements as needed.

- To ensure proper documentation and proposed plans are forwarded to appropriate departments within the company.

- To act as a liaison between the third party and Operations Engineering and/or third-party engineering when company facility modifications are required.

- In some instances, will estimate and perform modifications.

- Right of Way Maintenance Coordination: Resource to area management for coordination of multi-year R/W maintenance programs including budget preparation, contracting and execution.

- Shallow Cover and Exposed Pipe: Responsibilities include:

- - Reviewing shallow cover and exposed pipe locations.

- Working with landowners and contractors to address shallow cover.

- Mitigating creek crossing issues.

- Assisting with exposed pipe inspection and remediation procedures.

- Providing estimation and project management on large remediation, replacement, and revetment projects.

- Pipeline Shut-out Procedures: Responsible for review and approval of pipeline shut-out procedures related to any pipeline outage.

Line Cleaning and

- Operations Technical Support:

- - Road and surface load calculations.

- Blasting calculations and precautions.

- Welding technical support.

- Corrosion control projects evaluation.

- MAOP Reconfirmation: Assist with the development of the Division's MAOP reconfirmation plan. Responsible for estimating and executing required pressure tests.

- Provide technical expertise in incident investigations.


Preferred Skills:

- Solid analytical and problem-solving skills to review data from multiple sources, identify trends and root causes.

- Able to adapt to changing priorities and manage multiple tasks and projects concurrently.

- Able to work without direct supervision and have excellent organizational skills.

- Possess human relations skills to effectively manage construction projects as well as third-party E&C personnel.

- Excellent verbal and written communication skills to enable incumbent to work closely with the field, Area management, other engineers, landowners, encroaching third parties, and various other internal groups.

- Ability to represent the company in a professional manner with both private and public entities and officials.

- Strong computer literacy and proficiency.

- Knowledge of natural gas gathering/transmission/storage operations.

- Knowledge of design and construction of gathering/transmission/storage assets.

- Knowledge of federal, state, and local rules, regulations, and codes that impact gathering/transmission/storage/compression of natural gas.

- Ability to cultivate relationships and partner with business and community contacts to achieve business results.

- Ability to lead and collaborate across functions to improve business processes.

- Ability to identify solutions to problems with creativity and innovative thinking.

- Ability to explain complex technical data to a wide range of audiences.

- Ability to distill data and analysis into high-level reports and summaries.

- Ability to demonstrate effective project management and time management to meet project deadlines.

- Ability to make sound decisions based on engineering and mathematical principles.

- Ability to work within and determine stringent deadlines for others.


Requirements:

- Graduate engineer with BS in Mechanical, Chemical, Civil, Electrical, or other related Engineering

discipline.

- - The Associate Engineer level requires a bachelor’s degree and 0-3 years of relevant job-related experience.

- The Engineer level requires a bachelor’s degree and 3-6 years of relevant job-related experience.

- The Sr. Engineer level requires a bachelor’s degree and 6-10 years of relevant job-related experience.

- The Staff Engineer level requires a bachelor’s degree and 10+ years of relevant job-related experience.

Job duties are typically performed in an office. However, at times, job duties might require working outside in all types of inclement weather. Incumbent is required to carry a cell phone and is subject to callout 24-hours a day at any time for emergency response, 7 days a week and extended workdays and/or workweeks. Ability to travel is required at times. Candidate must have proven safe driving record and valid driver’s license. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.


Additional Requirements:

- Ability to exert up to fifty pounds of force occasionally, and/or minimal amount of force frequently to lift, carry, push, pull, or otherwise move objects.

May be required to climb ladders, walkways, or scaffolds.

- May be required to work at heights up to and exceeding thirty (30) feet and within below grade excavations.

- Ability to operate a motor vehicle and travel long distances.

- Occasional overnight travel may be required.

- Required to wear Personal Protective Equipment (PPE).
