Job Summary Purpose
Under the direct supervision of the Manager Energy Delivery Finance and Performance Improvement, is responsible for performing various non-routine financial analysis, accounting practices, records documentation, coordination of certain regulatory filings, preparation of rate case research and RFI responses, development and analysis of project alternatives, business case development and budget reforecasting for the Transmission, Substation, and Distribution line projects.
Education
Bachelor's Degree from an accredited college or university in Accounting, Finance, Business Administration, Economics, Engineering, or Computer Science; or a minimum of thirty (30) hours of related courses
Education or equivalent years of experience performing job duties as described in the job function.
Minimum Knowledge, Skills & Abilities•Proficient in the use of Excel to analyze large amounts of data, create standardized templates, and create efficiencies in workflows and analyze through use of Macros, formulas, and other tools for efficiency.
•Understanding of Federal Energy Regulatory Commission (FERC), and State Commissions (Texas Public Utility Commission and New Mexico Public Regulation Commission). Ability to research and interpret regulatory orders and findings, rate case proceedings and regulatory approval processes.
•Understanding of FERC Uniform System of Accounts and generally accepted accounting principles and procedures.
•Ability to support the development, use, and analysis of standard cost templates, cost for alternatives, and business case development.
•Ability to operate a personal computer and software applications, such as Excel, Access, Word and Oracle.
•Effective verbal and written communication skills.
•Ability to maintain effective working relationships with officers, managers, supervisors, fellow employees, external auditors, representatives of other agencies, outside consultants and the general public.
•Ability to maintain a strong sense of propriety concerning confidential matters.
Essential Job Functions
•Work with the supervisory teams of the division and coordinate, prepare, review and analyze the O&M and Capital budgets compilation for Transmission and Distribution (T&D). To include updating of cashflow forecasts in budget systems and provide reporting on changes to year end and total project budget reforecasts to FP&A.
•Create and update capital project cashflows in conjunction with the Project Planning and Management function, to include interpretation of budget schedules, milestones, notes and other information that determine the timing in which a project budget is to be spent.
•Update official capital project cashflows in the company system of record work with the project management team to document changes to project timing and totals. Act as liaison between FP&A and project managers to explain project variances.
•Serve as the point of contact for all funding project creation, approval, and updating processes in various systems of record. Initiate processes for reapproval of funding projects as needed.
•Create, monitor, and update the creation and use of workorders across all Funding projects for both capital and O&M.
•Monitor variances and expenditures to verify proper classification and coding of entries. Request corrections from accounting as needed.
•Act as liaison for engineering and field supervisor for all budget related activities, assist in training supervisors in using proper accounting codes, and assist them with budgeting and financial system use.
•Participate in weekly construction and maintenance meetings as required to ensure appropriate use of work orders in timecards, invoice coding, and purchase order creation. Participate in and lead training of operations supervisors to ensure proper accounting string usage across all of Transmission and Distribution.
•Create, coordinate, and review business case development for various T&D projects and initiatives. To include review of cost assumptions, research for alternatives, and completion of any required documentation for use in regulatory filings and/or internal reviews
•Perform process documentation activities for capital project closing. This includes coordinating activities to create, review and update documents prior to their final entry into the system of record.
•Coordinate and prepare capital project closing packages, including budgetary estimates, actual project costs, and details on changes in estimates and final project variances. To include preliminary preparation of project packages for various regulatory filings.
•Process purchase requisitions and other documents for materials and services using Company systems and procedures. May include initiation of purchase requisitions; release of purchase documents; research of receipts; resolve receiving exceptions and rejections.
•Assist with all jointly owned facility documentation. Activities include assisting with preparation of Capital Budget Item’s for review by joint owners, updating forecasted cashflows of Capital and O&M costs for joint owners, reviewing charges in related work orders and requesting correcting journal entries as needed, maintaining the billable work order list and ownership percentages by work order for accounting, reviewing invoices and posting documents to shared site for joint owners.
•Prepare and/or review accounting and documentation packages required for all reimbursable work performed by T&D division. Projects include TXDOT relocations, other federal or municipal projects, and interconnection projects.
•Coordinate and prepare regulatory filings related to capital construction projects to Texas Public Utility Commission and New Mexico Public Regulation Commission. To include preparation of required documentation for NMPRC 440 filings, TPUC Monthly Construction Reporting, and any new or expanded reporting filing requirements for Transmission and Distribution (T&D) division.
•Assist with the preparation of regulatory testimony, interrogatories, cross examination questions, and review of orders. To include review and coordination of RFI responses assigned to T&D division with the appropriate internal and external stakeholders.
•Assists in special projects as needed.
•Recommend changes to supervisor on improving methods, procedures and practices within the section.
•Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
•Perform other related tasks that are not included but are within the context of the duties defined.
