Our greatest asset has been and will continue to be our people. We are looking for an experienced and motivated individual to fill the position of Policy Advisor within our Policy and External Affairs group based in Houston, TX.


Essential Job Duties

Support land-use permitting and Endangered Species activities associated with development, drilling, Rights of Way and operations of wells for Oxy assets. States covered may include Louisiana, Texas, New Mexico, Wyoming or Colorado. Provide guidance to teams on developing and maintaining conservation agreements as well as local, state and federal permitting and operating requirements to ensure compliance. Work with various teams and business units to resolve operation and production-related compliance related to conservation agreements for wildlife and habitat. Review NEPA documentation for projects and work with teams and third-party consultants for accuracy and timely submittals. Assist with development of conservation agreements or initiatives for at-risk species and their habitat. Develop business relationships with professionals at regulatory agencies to ensure knowledge of the rules and compliance.


Policy

Conduct habitat and wildlife assessments for ORCM and LCV in Texas and New Mexico, ensuring compliance with environmental regulations and promoting biodiversity.
Manage conservation agreements for Texas and New Mexico, including the implementation of conservation measures, notification processes, invoicing, reporting, and training. This ensures that all conservation efforts are well-coordinated and effective.
Coordinate field surveys for species such as the Lesser Prairie Chicken and the Dunes Sagebrush Lizard, contributing to the preservation of these important species.
Maintain spatial datasets for species and habitats, providing accurate and up-to-date information for decision-making and conservation planning.
Prepare biodiversity and conservation reports for the sustainability report, highlighting the company's commitment to environmental stewardship.
Investigate alternative options for ESA compliance for the Dunes Sagebrush Lizard, ensuring that the company meets regulatory requirements while exploring innovative solutions.
Create biodiversity and conservation standards for projects to ensure that all projects adhere to high environmental standards.
Develop a matrix for processes related to DAC and CCS development, identifying the main environmental and cultural components involved in obtaining a Class VI permit and understanding how these requirements change with primacy.
Participate in various committees, including the API ESA committee, PBPA Species, Habitat, Operations Committee (SHOC), and NFWF Partnerships, to stay informed about industry trends and contribute to policy development.

NM Regulatory

Manage Environmental Assessments (EAs) to support New Mexico Applications for Permit to Drill (APDs), ensuring that all regulatory requirements are met.
Participate in committees such as the NMOGA Environment Department, SW Public Land, and SSPS Workgroup, providing valuable input on environmental issues.
Provide advice on site assessments regarding archeology, paleontology, SSPS, Areas of Critical Environmental Concern (ACEC), and Visual Resource Management (VRM) where required, ensuring that all projects consider and mitigate potential impacts on these resources.
Coordinate fieldwork, including the implementation of incidental take permits, site visits, and access, to ensure that all field activities are conducted efficiently and in compliance with regulations.
Other duties as assigned.


Required Qualifications

Bachelor’s degree in environmental policy, biology or similar degree
Minimum of 5 years of environmental planning, consulting, or compliance related experience, and demonstrated knowledge of biological/ ecological sciences.
Experience working with regulatory agencies and knowledge of federal, state and local policy that governs oil and gas operations.
Strong computer skills using Microsoft Office applications, internet applications and ArcGIS or comparable mapping program
Excellent verbal and written communication skills
Comfortable with Public Speaking
Flexibility to work in a fast paced, dynamic, multi-task, customer service environment.
Good organization and time management skills
Strong ethics, service attitude, team player
Travel 10-20 %
