Description

The Modesto Irrigation District is currently recruiting to fill one full-time regular position to perform a variety of professional duties in support of water resources planning efforts to include long-range water supply planning; and to participate in water supply studies and assist in securing and maintaining sufficient water supplies to meet demand needs; and to participate in complex studies related to water demands and supply; and to provide technical assistance to an assigned manager; and to provide analytical assistance with Water Operations metrics and key performance indicators; and to assist with standard operating procedures and process development associated with water resources and operations.



Supervision Received and Exercised

Receives general direction from the Civil Engineering Manager.

Water Resource Analyst Senior exercises technical and functional supervision over assigned professional, technical and clerical personnel.

The list established as a result of this recruitment may be used to fill other Water Resource Analyst I/II/Senior vacancies within the District that may occur through April 3, 2026.


Examples of Duties



Water Resource Analyst I/II

Duties may include, but are not limited to, the following:* Assist in the preparation of water resources studies related to water resources planning and meeting water demands.
Ensure compliance with applicable local, state and federal regulations relating to District water operations.
Represent the District in the community and at public and professional meetings.
Review and analyze reports and other documents for completeness and accuracy and the impact to the District and its customers.
Develop and utilize data management and analytical tools to assess the ability to meet current and future demands.
Assist in preparing and developing recommendations on alternative approaches to optimize water system operations and performance using numerical modeling techniques.
Write grant applications and manage grant programs including monitoring expenditures.
Research and prepare technical and administrative reports and recommendations on water resources planning issues.
Actively participate on regional and state-wide water committees; provides technical assistance.
Build and maintain positive working relationships with co-workers, other District employees, outside agencies and the public using principles of good customer service.
Perform related duties as assigned.


Water Resource Analyst Senior

Duties may include, but are not limited to, the following:* Plan, prioritize, and review the work of personnel involved in the collection and analysis of water resources data.

Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
Participate in evaluating the activities of staff, recommending improvements and modifications.
Provide and coordinate staff training; work with employees to correct deficiencies.
Perform the most difficult and complex analysis work in support of water resources planning.
Prepare complex water resources studies involving the collection and analyses of data as it related to water planning and meeting water demands.
Ensure compliance with applicable local, state and federal regulations relating to District water operations.
Develop and utilize data management and analytical tools to assess the ability to meet current and future demands.
Research and prepare technical and administrative reports and recommendations on water resources planning issues.
Prepare and develop recommendations on alternative approaches to optimize water system operations and performance using numerical modeling techniques.
Actively participate on regional and state-wide water committees; provide technical assistance.
Answer questions and provide information to the public and District divisions; research requested information and make recommendations appropriate to resolving inquiries and/or complaints.
Build and maintain positive working relationships with co-workers, other District employees, outside agencies and the public using principles of good customer service.
Perform related duties as assigned.


Typical Qualifications


Water Resources Analyst I

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: One year of professional water resources planning experience.

Education: Equivalent to a Bachelor’s degree from an accredited college with major course work in Environmental Studies, Economics, Engineering or a related field.

Knowledge of:* Hydrologic concepts, economics and project management techniques.

Mathematical principles.
Principles and practices of research and statistical analysis.
Principles and practices of safety management.
Principles and practices of technical report preparation.
Modern office equipment including the use of applicable computer software.
Principles and practices of effective customer service.


Ability to:

Learn to obtain and analyze complex water demand and resource availability information.
On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
Learn pertinent local, State and Federal laws, rules and regulations as they relate to water supply.
Maintain detailed and accurate records.
Prepare and present technical information in a meaningful way.
Operate and use modern office equipment including a computer and applicable software.
Establish and maintain effective working relationships with those contacted in the course of work.
Communicate clearly and concisely, both orally and in writing.

Special Requirement: Must have a valid Class C driver’s license at the time of appointment.


Water Resources Analyst II

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Three years of progressively responsible experience similar to Water Resources Analyst I with the District.

Training: Equivalent to a Bachelor’s degree from an accredited college with major course work in Environmental Studies, Economics, Engineering or a related field.


In addition to the qualifications for the Water Resources Analyst I:

Knowledge of:* Principles and practices of water resource management and planning.

Practices of water rights analysis and legislative reform.
Practices of grant management.
Complex research and analysis techniques.
Pertinent local, State and Federal laws, rules and regulations.


Ability to:

Independently perform professional duties related to water resource planning.
Compile, analyze and interpret state legislation and the impacts to District water operations.
Participate in complex and specialized water resources planning studies and analyses.
Effectively represent the District at the local, regional and state-wide level.
Perform computerized modeling and forecasting.
Effectively coordinate with other District divisions and departments and outside agencies.

Special Requirement: Must have a valid Class C driver’s license at the time of appointment.
