The Engineer / Planner II manages a varied portfolio of wastewater utility planning, design and construction projects. Working under the direction of the Engineering Manager, they are responsible for ensuring the assigned portfolio of work achieves and/or supports organizational goals and objectives; and meets regulatory requirements. They also work with a diverse group of internal and external stakeholders for project and program delivery.
Essential Duties & Responsibilities:
•Manages an assigned portfolio of CIP and/or IRR projects to meet schedule, budget, quality and outcome objectives for internal customers (such as operations, maintenance, reliability, and finance staff).
•Works closely with Finance Department (and/or other appropriate staff) to draft, negotiate, and review relevant vendor agreements/contracts and recommends organizational approval of such agreements/contracts.
•Manages and/or oversees relevant vendor contracts and agreements, including engineering consultant and construction contracts, and all components thereof (such as individual task orders or invoice review/approval) to ensure project budget, schedule and quality measures are met.
•Prepares, reviews and/or coordinates engineering design plans, project specifications, cost estimates and other documentation such as technical studies, reports and submittals with appropriate consultants, team members and others. Provides direction, guidance and reviews comments in support of internal customer outcomes and goals for each project. Works collaboratively to timely resolve issues.
•Ensures that all AlexRenew projects comply with federal, state and local regulations and are completed on time and budget.
•Develops an understanding of regulatory and permitting requirements for VDEQ, the Potomac River and the Chesapeake Bay watershed. Assists with the development of permitting plans and permit applications
•Maintains accurate and well-organized project documentation, files and all associated project details and paperwork.
•Attends and facilitates project design, progress and other meetings. Attends training and various tests such as system/ equipment functional and performance tests.
•Supervises and/or conducts field inspections of municipal contract construction work as needed.
•Participates in and manages aspects of AlexRenew’s participation in the City of Alexandria’s Development review process. Attends City permit and/or special inspection meetings related to assigned project portfolio.
•Performs analysis and provides work products in support of internal meetings, status briefings, budget discussions and documents as required.
•Through direct supervisor, contributes to implementation of CEO/GM and Board’s strategic plans, initiatives and directives including budget and policy planning, as it relates to area of responsibility.
•Actively promotes safe behaviors and health awareness at all times in the execution of daily tasks

Qualification Requirements:

Key Competencies:
Education and/or Experience:
•Bachelor’s degree in civil, sanitary, environmental, mechanical or chemical engineering, or related technical/construction discipline preferred.
•Five (5) years of engineering experience relating to the design, construction and/or operation of wastewater collection systems or treatment plants; or a combination of education, coursework and professional experience as described above desired.
•Ability to obtain Virginia Professional Engineer (PE) within required years of experience desired.
•Computer proficiency in Microsoft Office Suite.
•Strong verbal/written communication skills, organizational skills, and the ability to work well both independently and in team environment required.
•Ability to resolve problems using tact and diplomacy required.
•Demonstrated project management skills on a large project or suite of smaller projects involving engineering, planning, design, construction and/or facilities commissioning. Project Management Professional (PMP) desired.
