Primary Role

The Utility worker may be assigned to perform any responsibility that lies within the capability of the employee based on experience, knowledge, qualifications, and training.


Qualifications and Requirements

The Utility Worker must possess geographical knowledge of the Company's service area and water distribution and sewer collection systems as well as an understanding of gradients, piping networks, basic fluid and flow principles, and basic electrical theory and related safety procedures.

The individual must be capable of interpreting diagrams, blueprints, schematics and maps and possess a working knowledge of cross-connection control and reduced pressure zone backflow preventors.
The Utility Worker must have a working knowledge of Company policies, procedures, and safety practices applicable to area of responsibility as well as federal regulations regarding confined spaces, trenching and shoring, and Competent Person.
The individual must possess a working knowledge of the various materials utilized in the sewer collection system and transmission and distribution systems, and possess the ability to properly and safely make necessary taps, restraints, and repairs to insure the integrity of the sewer collection system and transmission and distribution systems.
The individual must be capable of operating Company equipment and vehicles necessary for the completion of assigned responsibilities and must possess a Commercial Drivers' License with appropriate endorsements.
The individual must be able to perform the essential functions and meet the physical requirements of Utility Worker.
The Utility Mechanic ( Crew Lead ) must be capable of safely directing an assigned workforce at all times.


Scope of Responsibilities

Coordinate, monitor, and control the safe and efficient utilization of Company equipment and assigned personnel.

Locate, access, operate, and repair Company facilities such as, but not limited to, mains, hydrants, blow-offs, services, curb stops, shutoff valves, and plumbing fixtures.
Investigate and diagnose hydraulic variations that may adversely impact system operations and customer service, and initiate corrective action.
Perform distribution system tests including, but not limited to, fire flows, customer service lines, and pressure losses.
Complete house-to-house connections at customers' accounts to maintain service.
Locate Company facilities, and in accord with the Underground Fac'ility Program, mark-out Company facilities and initiate requests to mark-out other utilities' facilities.
Raise to grade Company facilities such as, but not limited to, meter hoods, tiles, and covers and curb and valve boxes.
Operate and repair Company facilities such as, but not limited to, fire hydrants and distribution system valves.
Complete the installation of facilities including, but not limited to, water services, main extensions, fire hydrants, valves, and blow-offs.
Collect and evaluate water samples, as directed, in accord with established water quality practices.
Transport materials to and from Company facilities and/or job sites.
Prepare Company facilities for adverse weather conditions.
Restore service to frozen Company facilities, as required.

Record pertinent data and maintain accurate records. Utilization of field computing devices (SAP, Clic, MapCa/1, Advantex, Trimble, GIS Viewer etc..)


Scope of Responsibilities Cont'd

Report conditions in the field that may adversely impact customer service or the public safety, as well as conditions that may result in potential damage to Company facilities.

Conduct water loss audits including, but not limited to, pipe and fixture inspections and usage patterns at customers' accounts.
Inspect and test cross-connection control prevention devices and backflow prevention devices.
Obtain and record meter readings to insure accurate billing of customers' accounts within established timeframes.
Respond to inquiries accurately and professionally and, when necessary, involve the appropriate individuals to resolve customer and Company-related issues and to achieve the highest level of customer service in all areas of responsibility.
The Utility Worker may be assigned to perform responsibilities either individually or in conjunction with other employees. The Utility Worker may also be assigned to direct other employees provided the work assignment does not involve excavation that requires shoring.
When working as a crew leader the Utility Mechanic is responsible to uphold all Company policies and procedures relative to safety and act in a professional manner to reduce the exposure of hazards to their crew members, customers, contractors and themselves.
Maintain a safe and compliant Job site at all times. Satisfy all State, OSHA and traffic standards and report and document any unsafe acts.


Progression for Advancement

The individual will be required to progress through the Utility Mechanic program to level 3 and will be required to pass qualification examinations developed by the company at each level and attain and maintain the required New Jersey Department of Environmental Protection licenses required at each level.

Failure to achieve the skill required to successfully pass the qualification examinations and/or attain and maintain the required licenses to progress to the next level will result in the individual being displaced from the Utility Mechanic program.

Level 1 - Twelve ( 12) month's experience in the Utility Mechanic classification and successfully pass the Level 1 qualification examination developed by the company.

Level 2 - Twenty- Four ( 24) month's experience in the Utility Mechanic classification , attainment of New Jersey Department of Environmental Protection licenses W-1 or T-1 and C-1 and successfully passes the Level 2 qualification examination developed by the company.
Level 3 - Thirty - Six ( 36) month's experience in the Utility Mechanic classification, attainment of New Jersey Department of Environmental Protection licenses W-2 or T-2 and C-1 and successfully pass the Level 3 qualification examination developed by the company.

The Utility Mechanic must maintain the licenses received with additional training for TCH's m the time frame determined as required by the NJ Department of Protection.
