Job Title: Utility Inspector Department: Engineering Job Type: Regular Full-Time Days Worked: Monday, Tuesday, Wednesday, Thursday, Friday On-the-job training available.


Summary

This position performs skilled technical work inspecting the construction phase of multiple water distribution and sewer collection system projects and related work as apparent or assigned. Work is performed under the moderate supervision of the Development Services Supervisor as warranted by the project or duty assigned.

Essential Functions


Deliver excellent customer experiences in all interactions with internal and external customers.

Monitors and reports on the progress/status of construction for assigned private development and ONWASA capital improvement projects.

Verifies in the field that construction methods and materials are in accordance with the approved project plans/specifications; state permit requirements and the ONWASA Manual of Standards; Specifications and Details (MSSD).

Reviews; records and reports the status of various project documents; including project plans and specifications; encroachment agreements; state approvals/permits; contractor pay requests; record drawings; warranties; engineering certifications; final inspection reports and pay requests.

Confers with contractors and engineers regarding inspection requirements and construction schedules.

Attends pre-construction; construction progress and pre-final/final inspection meetings.

Prepares accurate progress reports and maintains both written and digital records of all project documents.

Witnesses pressure testing of new water and sewer main installations.

Witnesses disinfection of new water mains and extraction of water samples; delivers and picks up samples to and from the laboratory.

May be required to work outside normal work hours in emergency and on-call situations. In case of disaster; either natural or man-mad; as a condition of employment employee will be called upon to serve ONWASA customers. Service to customers during a disaster will result in the assignment of other duties; which will take precedence over duties described in this class description.

Knowledge; Skills and Abilities

Thorough knowledge of water and sewer utility construction; construction techniques and associated safety requirements such as trenching and shoring and work zone safety; thorough knowledge of water pressure and sewer line testing; ability to read and interpret documents such as safety rules; operating and maintenance instructions and procedure manuals; ability to write routine reports and correspondence; ability to speak effectively before groups of customers or employees of the organization; ability to calculate figures and amounts such as proportions; percentages; area; circumference; and volume; ability to apply concepts of basic algebra and geometry; ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; ability to interpret a variety of instructions furnished in written; oral; diagram or schedule form; ability to read and understand construction plans and documents; ability to establish and maintain effective working relationships with property owners; contractors; engineers; NCDOT employees and associates; basic computer knowledge with the ability to produce electronic correspondence; documents; reports and spreadsheets.


Physical Demands & Work Environment

This work requires the regular exertion of up to 10 pounds of force; frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires standing; walking; speaking or hearing; using hands to finger; handle or feel and reaching with hands and arms and occasionally requires sitting; climbing or balancing; stooping; kneeling; crouching or crawling; tasting or smelling; pushing or pulling and lifting; work requires close vision; distance vision; ability to adjust focus; depth perception; color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoke work; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; visual inspection involving small defects and/or small parts; using measuring devices and observing general surroundings and activities; work occasionally requires working near moving mechanical parts; working in high; precarious places; exposure to fumes or airborne particles; exposure to toxic or caustic chemicals; exposure to outdoor weather conditions; exposure to the risk of electrical shock and exposure to vibration; work is generally in a moderately noisy location (e.g. business office; light traffic; construction sites).


Education and Experience & Special Requirements

High school diploma or GED and considerable experience in utility construction.

Microsoft Office or Office 365 course training and/or experience preferred.

NC Water Pollution Control Systems Operator Certification Commission: Collections I or greater.

NC Water Treatment Facility Operator Certification Board: C Distribution or greater.

Equivalent combination of education and experience may considered.

Must meet the minimum driving standards set by ONWASA and have possession of a valid driver's license in the State of North Carolina. This is a safety sensitive position requiring a background and driving record check and pre-employment and random drug screenings in accordance with ONWASA's Drug-Free Workplace policy. ONWASA's Drug-Free Workplace policy establishes a zero tolerance.
