The Turnaround Engineer provides mechanical engineering support to the turnaround organization. Owns the Engineering and Design process for all expense projects for all turnaround scope past FEL-1 and select justifiable pending major scope items that align with the scope collection strategy. Assists the refinery with scope categorization and risk ranking of requested scope.

Responsibilities May Include:

Supervision of on site engineering and design personnel associated with Turnaround scope

Management of off site or remote engineering and design personnel and companies

Coordination of engineering and design personnel supporting Reliability, Instrumentation, Electrical, or Process Engineering Deliverables

Coordination and management of shop fabrication and repairs

Development and management of Key Performance Indicators for areas of responsibility

Measuring and analyzing progress performance and forecasts

Creating safety awareness and providing leadership to their team so they will perform their duties in compliance with applicable P66 and refinery safety policies

Mentoring and training team members in areas of expertise

Management of KMS and MOC related action related to demolition projects

Preparation of quote requests, develop bid specifications, review and selection of suppliers, coordination of the same with project controls and procurement

Collecting, categorizing, and driving accurate risk ranking of event scope

Analyzing work requests, assist planning team with establishing conceptual estimates; recommending methodology, equipment, and material requirements

Production and assembly of simple work packages for planning

Production of repair plans

Definition of scope specific hold points for the planning team as required by plant specifications

Evaluation of equipment maintenance and operation history and making technical recommendations

Risk Register Management

Schedule Quality Review for inclusion of necessary hold points or key steps

Participation in Cold Eye reviews of planning, scheduling and execution plans

Assist with project cost optimization

Assisting with scheduling and tracking of work completion

Peripheral support of the demolition program

Visibly demonstrating commitment to the workplace safety and health of employees and contractors through personal engagement, sound decisions and resource allocation

Implementing and ensuring compliance with Phillips 66 Ferndale Refinery Safety Policies

Understanding and utilizing Phillips 66 Maintenance Procedures

Reading and interpreting P&ID’s, isometrics, and schematic level drawings

Developing maintenance procedures and job methods to improve the performance and efficiency of work execution

Understanding of Engineering and Design Best Practices

Assistance in Development and maintenance of strategies to improve contract and in house TA and Supervision resource efficiency and best practice compliance

Required Qualifications:

Legally authorized to work in the job posting country

Bachelor’s degree in an Engineering Discipline

2+ years refinery maintenance and turnaround experience

Possess a valid Driver’s License

Willing and able to perform and comply with the following:

Obtain a Transportation Worker Identification Credential (TWIC)

Work extended hours, which may include nights, evenings, weekends and holidays

Work safely near large, hot, high-speed machines

Climb ladders and stairs up to 200 feet in height

Work around chemicals, including acids and bases

Work around hydrocarbons under high pressure and heat

Work outside in harsh weather conditions

Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection.)

Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven)

Preferred Qualifications:

Maintenance and turnaround experience involving craftspersons, supervisory, and planning roles

Mechanical Integrity / Inspection Department Management experience

7+ years refinery maintenance and turnaround experience

Project Management Experience

Ability to work along other leaders in the organization

Broad understanding of refinery process units

Familiar with refinery permitting processes

Familiar with P&IDs, Flow Diagrams, Schematics, Data Sheets, and Isometric Drawings

Understanding of metals crafts (piping, exchangers, vessels, scaffolding)

Understanding of scheduling logic and P6 Gantt charts

Proficiency at working with schedulers to develop an efficient execution plan for a turnaround

Proficient computer skills, including Outlook, MS Excel, MS Word, MS PowerPoint, and Bluebeam

Working knowledge of:

IPS and related applications TAM Tools

SAP PM module, including notification search, drawing search, and writing purchase order requisitions

Design Programs such as AutoCad, Plant 3D, Cadworx, Caeasr stress analysis, and similar

Familiar with Stress analysis processes

Familiar with ASMI, API, and ASTM Codes and Standards including ASME Section VIII, ASME B31.3, ASEM B16.5, API 510, APIL 579, etc.

Familiar rotating equipment, such as pumps, compressors and turbines

Familiar with P66 Refining Engineering Practices and/or industry standard engineering practices

Familiar with turnaround contracting strategies

Familiar with basic inspection techniques and procedures

Understanding of construction techniques and sequences (cranes, scaffolds, NDE, welding, equipment, tools, etc)

Strong and effective communication skills (verbal and written) in both individual and group settings

Strong leadership skills and the ability to work well with others

Strong time management / organizational skills

Willing to travel up to 5% of the time

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation

The base pay range for this role is $124,200-$181,700 depending on a candidate's relevant work experience and education.
