Senior Controls Specialist – Job Description

Position Summary:

As a Senior Controls Specialist, you are the enterprise leader for project and turnaround controls across the company network. You set standards, shape practices, and support performance in cost, schedule, and risk management across all sites. As a subject-matter expert, you guide controls professionals, promote knowledge sharing, and ensure consistent execution and reporting.

You collaborate with senior leaders, site teams, and cross-functional groups to ensure projects are executed with transparency and strategic foresight. Your expertise is vital in performance analysis, schedule integrity, and timely recommendations when challenges arise.

Key Responsibilities

Enterprise Controls Leadership

- Serve as the technical authority for cost and schedule controls, partnering with Turnaround Event and ETC Managers to define and uphold standards.

- Monitor event performance using variance analysis, recommend mitigations, and mentor site professionals.

- Maintain accurate records for benchmarking and continuous improvement.

Planning & Baseline Management

- Lead integrated baseline development for cost, schedule, and cash flow.

- Approve SAP/Primavera structures to ensure alignment across systems.

- Facilitate planning workshops and enforce baseline protocols.

Cost & Schedule Oversight

- Track CPI, SPI, contingency drawdowns, and cash flow to detect deviations early.

- Analyze root causes of variances and guide recovery strategies.

- Govern financial closeouts and contractor schedule compliance.

Risk & Change Management

- Maintain dynamic risk registers; validate mitigation plans with site teams.

- Translate risk into actionable insights for better contingency planning.

Reporting & Analytics

- Lead development of real-time dashboards and integrated analytics across SAP, P6, and BI platforms.

- Deliver concise, data-driven reports to support decision-making.

- Champion earned value, productivity, and forecast accuracy KPIs.

Digital Innovation

- Develop a multi-year digital roadmap using AI, machine learning, and automation to enhance controls execution.

- Integrate Primavera and SAP through automated pipelines and RPA solutions.

Capability Development

- Mentor controls professionals; lead training, coaching, and onboarding.

- Define competencies and build enterprise-wide controls capability.

Stakeholder & Contractor Engagement

- Advise on contractor bids, claims, and commercial negotiations.

- Brief SVPs, VPs, and partners on risks and performance strategies.

Governance & Strategy

- Maintain the Corporate Project & Turnaround Controls Manual.

- Embed AACE principles and lead program reviews to align with strategic goals.

Qualifications

- 6+ years in senior project controls managing >C$250M portfolios, including turnarounds.

- Expertise in Primavera P6, SAP/Oracle, Power BI, and analytics tools.

- Strong capability in earned-value analysis, forecasting, risk governance, and change control.

- Recognized leadership, influence, and conflict resolution skills.

- Degree in Engineering, Finance, or related field; AACE CCP/PSP or PMP required. Six Sigma Black Belt is an asset.
