The Sr. Manager, Pipeline Design plans, directs, and administers activities of the Pipeline Design Division within the Engineering & Construction Department. The Sr. Manager, Pipeline Design position requires advanced knowledge of technical design and construction methods, as well as program management of the project delivery process for underground pipeline installation and refurbishment.
- Plans, directs and administers the overall activities of the Pipeline Design Division
- Manages subordinate engineering staff engaged in the planning, design administration, contract document preparation, and design review of water and sewer main replacement, rehabilitation and relocation projects and sewer system evaluation studies (SSES)
- Manages a comprehensive system of sewer flow monitors for flow reporting and assessment of I/I removal potential
- Originates or prepares engineering, management, and financial reports in either oral or written formats as required, and presents such reports to the Commission, Executive staff, outside agencies, the public and other stakeholders
- Directs and/or supports execution of WSSC Water Strategic Priority Initiatives (critical objectives)
- Annually prepares, justifies and administers a large capital and operating budget
- Establishes policies and procedures that define the work processes of the Division
- Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
- Prepares work plans and project assignments for the Division
- Provides coaching, consultation and support to subordinate personnel
- Drives a vehicle to conduct WSSC Water business
- Serves as Acting Chief of Engineering and Construction when designated
- Ability to climb ladders, and work in confined spaces and elevated locations
- Ability to lift minimum of 50 pounds, and to utilize appropriate safety equipment and procedures effectively; ability to hear audible alarms and abnormal equipment noises
- Ability to visually inspect equipment and processes any time of day or night
- Good physical condition, particularly absence of respiratory and back problems
- Comprehensive knowledge of the principles and practices of civil engineering and infrastructure management
- Thorough knowledge of planning, design and SSES contract administration
- Ability to plan and direct the work of professional engineers, support staff, architect/engineers and other engineering personnel
- Ability to assess and balance workloads and project assignments
- Ability to prepare and present written and verbal reports to a wide variety of stakeholders
- Ability to establish and maintain working relationships with constituents and the public
- Bachelor of Science degree in Civil, Sanitary, Environmental Engineering or related engineering discipline
- 10+ years civil engineering experience that includes 5+ years experience in planning and directing utility related design projects and administration of design contracts
