Responsible for providing guidance & direction to Level I and II Schedulers on all aspects of transporting & storing natural gas on all pipelines utilized by TVA and serves as liaison between TVA Plant, Fuel Assurance, Accounting & Pipeline representatives. This position oversees the development of the other Schedulers on the various pipelines assigned to the Schedulers and provides support to the Manager Gas Scheduling as required.
Supervisory Responsibility - Provides leadership, coaching and training to junior specialist(s). As needed, direct the work of teams or staff members.
Budget Responsibility - Ensures utilization of all contract /tariff provisions to minimize natural gas transportation costs. Annual expenditures vary depending on natural gas requirements at the plants ~$50 to $100 million per year.
- Coordinate with Accounting to approve pipeline transportation invoices on a monthly basis. GL verifies volumes, Scheduling verifies charges, & Accounting pays & reconciles to natural gas transaction system. Additionally, scheduling provides requested back-up to confirm any invoice volume discrepancy.
- Verify that monthly volumes are accurately reflected between the pipeline and the natural gas transaction system. This includes verifying that transportation is correctly allocated in accordance with nominations & burn volumes are accurately reflected.
- Verify that transportation nominations occurs in a timely manner. Additionally, ensure that transportation contracts are being used as intended to optimize cost & reliability. Review contracts on a periodic basis with Origination to verify optimal usage. Represent Gas Scheduling in contracting process by reviewing & providing input on new contracts & contract amendments.
- Oversee & provide guidance/direction to other scheduler levels regarding questions related to transportation, storage and balancing options & alternatives that can be utilized to minimize the impact to operations & the associated cost/benefits. Duties here include mediating between a scheduler & a pipeline, a scheduler & a trader, a scheduler & a member of a different business unit. Advice may cover such subjects as whether to use a park or loan agreement, appropriateness of using an OBA contract, discussions of segmenting transportation (where applicable), possible long- and short-term benefits of various actions relative to other alternatives.
- Directs the development of strategy for dealing with OBAs that cash out on a monthly basis. Provide direction for all other scheduler levels on OBA levels, including when to pay them back or take payback from the pipeline. Take responsibility for OBA position on all pipelines, with input from all other scheduler levels as appropriate. Monitor & develop a method to estimate monthly cash-out prices based on current and historical data.
- Coordinate with Natural gas traders for supply purchase optimization. Identify supply points to utilize each month that bring value to the gas portfolio. Identify purchase locations that are more appropriate for delivery to storage in a month where scheduled maintenance, operating requirement/limit, or pipeline situation will make a plant unavailable for a period of time.
- Responsible for maintaining scheduling spreadsheets ensuring that volumes for scheduled & consumed quantities are in the appropriate columns & that reported imbalances are accurate & timely.
- Responsible Lead on awareness throughout TVA of the role played by Gas Scheduling by coordinating & leading gas related training for individuals as well as organizations including shadowing activities including the scheduling of such activities.
- Responsible for all pipeline curtailment notices. Provide updates & reminders as necessary to those conditions affecting pipeline operations, & those with the potential to impact TVA generation.
- Must be willing to work unusual/extended hours as necessary during seasonal peaks which may include weekend coverage. Individual
must have the ability to handle heavy workloads in a potentially stressful environment with multiple deadlines.
- On-call rotation including evenings, weekends, and holidays.
Provide back-up coverage during periods of leave for the Manager of Natural Gas Scheduling.
Education. — BS degree in business, engineering, logistics or a related field. Equivalent education, training & experience will be considered.
Experience. — 8 or more years of combined or specific experience in the following commodity areas of transportation, trading, marketing, contract management, and risk management. Preference on pipelines utilized by TVA.
Certification/License, etc — Completion of CC/CT Training, expert on all the pipelines TVA uses, subject matter expert on gas and power requirements, strong understanding of gas management system, lead contact with Gas plants, lead presenter of gas scheduling topics.
Knowledge/Skills/Abilities — Knowledge of pipeline electronic bulletin board systems & fuel management computer software systems. Strong analytical, organizational, and communication skills. Candidate may be required to obtain & maintain a security clearance based on position / access requirements & essential job functions.
