Job Summary

This is supervisory work in the more complex operations of various departments associated with public utilities projects of varying scope and complexity.



Responsibilities

Responsible for the supervision of assigned personnel. Organizes work schedules and ensures the technical correctness of functions performed by subordinates. Performs in accordance with established policies and procedures under the general supervision. Plans, schedules, and assists personnel in the installation, testing, maintenance, and repair of equipment or systems components. Plans and lays out work of subordinates on the job; estimates material and equipment needs; keeps work, time, and material records and makes reports on work performed. Assigns individual team members to their respective shifts and reassigns personnel as required to minimize overtime or compensate for personnel shortages. Reports attendance, schedules vacations, and checks the progress of the group throughout the day. Reviews all operating data for the previous 24 hours and reports any deficiencies to assigned supervisor. Directs maintenance through work orders to correct operating deficiencies and reports all deficiencies. Inspects and assesses the department’s facility condition, prioritizes, and then schedules the work load. Maintains written logs and records for work team activities. Installs, replaces, and repairs high-pressure water, steam, or gas lines in accordance with American Society of Mechanical Engineers (ASME) and American Water Standards (AWS). Places requisitions necessary for equipment and materials to perform the daily tasks. Observes all safety procedures and environmental directives and ensures that safety precautions for the crew and public are enforced. Supervises construction, maintenance, and repair of water, sewer, and electric facilities. May be required to work other than the regular daytime schedule due to the nature of the work. Certain assignments may be required to work shift schedule and on-call and call-out duty as needed (including nights, weekends, and holidays). Completes other job duties as assigned.



Knowledge, Skills, and Abilities

Knowledge of the operating principles, practices, and maintenance of dredging, pumping equipment, and machinery. Knowledge of the materials, methods, and equipment used in public utilities activities. Knowledge of the occupational hazards and safety precautions of the work.

Knowledge of the appropriate electrical, water, or wastewater system. Excellent communication skills in English (both oral and written). Computer skills working with Microsoft Office programs (Excel, Word, PowerPoint). Ability to exercise considerable independent judgment and initiative in the performance of work and in correcting certain problem situations. Must be able to understand, interpret, and communicate effectively in English with the public and explain difficult situations as required by work activities. Ability to read equipment or construction plans, specifications, drawings, diagrams, or schematics. Ability to understand oral and written instructions and procedures in English. Ability to prepare reports. Ability to continuously work on improving own knowledge and skills. Ability to complete assigned duties and functions in a safe, timely, and effective manner. Ability to inspect machinery and mechanical equipment.



Education & Experience Requirements

High School Diploma or GED or U.S. Equivalency report required and six (6) years of progressively responsible experience in the installation, maintenance, and repair of electrical, water or wastewater systems.



Certificates, Licenses, Registrations

Requires a valid Texas Commercial Class B Drivers’ License or receipt of a valid Texas Commercial Driver’s License Class B within 90 days of relocation and a safe driving record as measured by company policy. Must be able to obtain a Tank Endorsement within one (1) year of obtaining the position.

Required to hold or be able to obtain, within two (2) years of appointment, a Wastewater Collection I or Water Distribution Operator C certifications issued by the Texas Commission on Environmental Quality (TCEQ).



Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be able to drive a company vehicle as normally equipped by manufacturer and sold by a dealership. Ability to climb in and out of a normally equipped vehicle a repetitive number of times during the course of the day to inspect work in progress. Ability to climb in and out of construction sites where company projects are in progress to inspect work being performed by others. Ability to walk and/or stand for prolonged periods of time while supervising the work of subordinates or contractors’ crews. Ability to lift a minimum of 60 lbs. to a 3-foot height when required. Ability to climb up or down ladders to a 25 feet height or depth without feeling discomfort. Ability to work under adverse weather conditions including, but not limited to rain and sleet. Ability to withstand temperature extremes ranging from 20 to 110 degrees Fahrenheit. Ability to work extra hours during workdays, weekends or holidays to complete work as required. Must pass the annual fit test requirements for use of a self-contained breathing apparatus and/or a respirator.



Eligibility for Employment

In addition to any and all other qualifications required for employment stated under the Brownsville P.U.B Personnel Policies and Procedures Policy No. 39:

Prohibit the hiring of any person who is related to BPUB Executive Management within the third degree of Consanguinity or second degree by Affinity; and

Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
