Reporting to the Supervising Engineer – HVDC & FACTS & Microgrids Engineering, this position will be responsible for preparation of design specifications, review of design packages related to High Voltage Direct Current (HVDC) and Flexible AC Transmission Systems (FACTS), including providing technical support through various project phases from conceptual feasibility, design, specification, through to end-to-end commissioning and ongoing operational support.
Responsibilities:
•Creation of technical specifications for HVDC and FACTS contracts
•Evaluation of technical scopes of work and competitive bids and support commercial evaluation.
•Ensure compliance with Technical Specifications, AESO functional specifications and applicable codes and standards
•Accept or reject third party / vendor designs based on technical and functional requirements.
•Consolidate input from multiple ATCO stakeholders and incorporate ATCO preferred options into turnkey and partial scope designs with positive impact.
•Support contract vendor selection and technical negotiations.
•Support contract clarifications and appropriate interpretation as contracts are executed
•Support ensuring contract agreements are met.
•Conduct factory audits and manufacturing oversight.
•Witness factory testing at overseas manufacturing locations for conventional High Voltage AC apparatus, Power Electronics devices, associated control systems and other systems associated with HVDC & FACTS facilities.
•Ensure provided equipment and control systems meet Technical Specification, system performance requirements and contract requirements. Provide acceptance on behalf of ATCO Electric for equipment as meeting design requirements.
•Participate in development of commissioning and acceptance plans, in advance of site testing work.
•Ensure on site commissioning of integrated HVDC and FACTS devices meet contract, functional, and operational requirements.
•Review and final acceptance of commissioning and design documentation, ensuring compliance with good engineering practices and meeting functional requirements for HVDC and FACTS integrated systems.
•Verify overall integrated system is tested with a sufficient duty of care meeting the obligations and requirements of a Transmission Facility Owner and Operator.
•Ensure all work is executed safely.
•Ensure provided products meet functional requirements and are safe to put in service.
•Development and implementation of emerging technical solutions.
•Evaluate new technologies or new technical solutions as they apply to HVDC and FACTS projects’ implementation to ATCO Electric Projects.
•Develop and maintain working relationships with vendor technical specialists.
•Supervise, coach and mentor Engineers in Training and Engineers
•Provide training to others based on work performed and knowledge acquired
Qualifications:
•Minimum Bachelor of Science, Engineering (Electrical or Computer or Eng. Phys)
•7-10 years of related experience is desired.
•Registered as a Professional Engineer with APEGA.
•Knowledge of relevant Industry technical standards, codes and practices.
•Field testing and commissioning experience within ATCO Electric Substations will be an asset.
•Contract negotiation and execution experience with major utility vendors or HVDC and FACTS vendors
•Excellent interpersonal skills with strong written and verbal communication skills
•Ability to effectively interact with internal and external customers, suppliers, utility and industry stakeholders.
•Excellent team player and ability to prioritize assignments to meet commitments
•Good problem-solving skills with proven ability to deal with design and operational issues in a timely fashion
•Ability to arrive at pragmatic solutions to technical issues that represent the best engineered solution from the perspective of cost, schedule and performance
•Excellent task management skills including demonstrated ability to work in an environment with tight deadlines and a track record for delivering on time and on budget
