KEY RESPONSIBILITIES OF THE SENIOR DIRECTOR, STATE REGULATORY ENGAGEMENT AND PARTNERSHIPS:

Reporting to the Vice President, State Engagement and Public Affairs, this position will oversee the day-to-day work of the state regulatory affairs team and advance EEI’s work on key state regulatory policy issues, driving engagement between EEI members and commissions. Organize and maintain effective working relationships with member company representatives, facilitate EEI's liaison efforts with state commissions, consumer advocates, and others in the regulatory community. Work collaboratively, both internally on the SRA team and across other departments to support EEI members on efforts related to state proceedings and other regulatory initiatives. Work with key trade allies and other stakeholders, in collaboration with the Vice President. Lead coordination and planning efforts for NARUC and other state regulatory programming. Represent EEI’s state regulatory and state practice teams at external events.

Regulatory Engagement and Partnerships (50%): Lead liaison and coordination efforts between EEI and NARUC, NARUC staff subcommittees, commission staff, state and regional industry associations, and other key members of the regulatory community. This includes strategically advancing EEI member positions and fostering opportunities for industry representatives to share perspectives. Will work collaboratively across departments to develop policy materials (talking points, slides, position papers, etc.). Works with the State Regulatory Affairs team to develop abstracts, support programing, and develop related materials in preparation for NARUC and NARUC Regional Association meetings. Support the Manager, State Regulatory Policy on preparation efforts for EEI’s Rates Course. Support collaborative efforts with NARUC, the Regulatory Training Initiative (RTI), state universities, and other institutions to advance information sharing and educational opportunities across the regulatory community. Lead planning and coordination efforts for EEI engagement at NARUC meetings and other EEI programming as needed. Serve as primary EEI liaison with NASUCA, NASEO, other external regulatory organizations, the Data Center Coalition, and other relevant stakeholder groups related to demand growth and energy security.

State Regulatory Policy Analysis (20%): Support the Director, State Regulatory Policy in analyzing new state regulatory issues that emerge from EEI members, particularly issues related to energy security, demand growth, and customer affordability. Work with appropriate internal EEI teams (legal, policy, etc.) to ensure policy alignment across the organization.

Member Support (15%): Lead staff support for EEI’s State Regulatory Affairs Executive Advisory Committee. This involves the development of agendas and materials, as well as facilitating virtual and in-person meetings. Participate in speaking engagements and communicate EEI positions to a wide range of audiences. Engage with other trades on policy alignment, where applicable, to advance member priorities. Work with EAC members to identify opportunities for EEI to support members’ regulatory priorities.

Team Management (15%): Oversee State Regulatory Affairs programmatic budget. Supervise direct reports and indirect reports.


REQUIRED & PREFERRED QUALIFICATIONS:

- A bachelor’s degree is required; advanced is preferred.

- 10-12 years or more of relevant regulatory or utility industry experience.

- Experience and relationships in the utility state regulatory community and deep knowledge of the state regulatory process, utility ratemaking and regulated utilities. Expertise in rate design, demand growth, and interconnection policies a plus.

- Exceptional interpersonal skills and technical knowledge of the industry and ability to work effectively with diverse groups to build consensus.

- Proven leadership and management experience, including staff supervision and cross-functional collaboration.

- Excellent communication and writing skills, including the ability to develop clear, persuasive, and technically sound materials.

- Strong public speaking skills.

- Ability to think strategically and drive organizational objectives in a fast-paced, evolving policy environment.

- Experience working with or within industry associations, government, or policy-focused organizations is a plus.

- Strong experience with MS Office products. Experience with policy tracking is a plus.

- Travel requirement: up to 50 percent of the time.


Compensation

The salary range for role is $160,000-210,000. Starting annual salary will be determined on individual qualifications. The role is eligible for a performance based bonus for the 2026 calendar year which is paid out the following March.
